The Estimator prepares portions of contract proposal estimates, including the determination of applicable project plans and specifications.
Responsible for budget quotations and working closely with Vendors, negotiating and completion of contracts.
ESSENTIAL FUNCTIONS:
• Review proposal specifications and drawings to determine scope of work and required contents of estimate
• Prepare estimates by calculating complete takeoff of scope of work and enter into computer estimating system; review computer printout for accuracy and and completeness
• Prepare detailed listing of material and equipment items for the estimate and to obtain quotations.
• Set up and Maintain files of working documents as back-up for estimate figures, including current (accurate) information on prices from suppliers through direct contact, sales brochures, price lists, etc.
• Request quotes from suppliers for equipment and materials. Access and utilize accurate material costs from published price lists, supplier websites, , telephone inquiries or quotes.
• Identify qualified suppliers/subcontractors and solicit quotes. Review quotes for completeness with plans and specifications
• Develop labor productivity and (installation unit costs where applicable) based on projected site conditions and historical data.
• May review design options and recommend best solution based on cost, engineering quality, or availability of materials
• Itemize and quantify all incidentals necessary in preparing the bid packages including: sub-contract work, equipment rental, tools and supplies
• Prior to the issuing of the formal bid package, provide to the Chief Estimator a detailed review of scope, technical requirements and pricing for the estimated bid package.
• Develop knowledge of best suppliers and competitive prices, and stay abreast of pricing changes.
• After the successful bid at project turnover, meet with the Pre Planning and Project Management departments to fully explain job particulars, potential areas of attention and unique aspects for the successful transition of the project.
• Maintain files of all working documents to back-up estimate figures and update the Blue and Green Consultants approved estimating program.
• Responsible for the timely completion of all client-required documents.
• Draft scope inclusions, exclusions, and clarifications for estimates
• The responsibilities of this position include, but are not limited to those listed above and other duties may be assigned.
EDUCATION:
• Bachelor’s Degree in Construction Management or other related discipline preferred. Can be a combination of training, education and relevant work experience that is equivalent.
EXPERIENCE:
• 2-5 years’ experience estimating commercial construction projects, preferably must be in Waste Water Treatment.
KNOWLEDGE AND SKILLS:
• Advanced knowledge of assigned discipline, construction technology, estimating techniques and cost control is required.
• Ability to interpret computerized cost data and systems is essential.
• Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, etc).
• Proficiency with personal computer systems and a working familiarity with estimating software, spreadsheets and word processing as required for the position.
• Tactful and has professional demeanor, and ability to interact effectively with managers, employees, vendors and others;
• Excellent verbal and written communication skills. Strong organizational, record-keeping and follow-up skills;
• Must be capable of managing multiple tasks under time constraints and working effectively as a team player in a professional office environment.
• Must possess the ability to solve practical problems and deal with a variety of specific variables in situations where only limited standardization exists.
• Ability to read and interpret blue prints and/or engineering design drawings.
• Ability to perform arithmetic calculations required for estimating.
• Effectively interact with suppliers and contractors.
• Strong persuasive and interpersonal skills.
• Ability to identify and meet customers’ needs expectations and requirements.
• Good sense of commercial technical design and contracting.

• Must have plenty of experience in estimating water/waste-water treatment plant projects.
