Lead the project construction team during tender and construction phase;
Review and responsed process for the contractor’s technical queries during tender;
Review and approve the contractor’s pre-qualifications, key personnel during tender;
Review the design to identify any potential VE elements along with consultants and contractors;
Review and approve the contractor’s project construction programme in line with the overall project completion plan;
Monitor site progress and contractor’s resources against the resource load programme and highlight any non-conformance;
Manage contractor’s mobilization and logistic issues at hand to ensure it doesn’t impact the project completion programme;
Review the design to identify any constructability,
commissionability, operability issues during construction;
Assist in developing the risk register with help of TA, contractors and agree on the mitigation measures;
Lead LDC consultant, technical advisors and 3rd party consultants through the commissioning to the project handover;
Monitor and manage the performance of resident engineer, contractors and advise Louis Berger’s Project Director on key issues;
Conduct periodic audits and inspections to ensure the consultants and contractors performance is fully compliant with contractual obligations;
Resolve any conflicts between the consultants, contractors and mediate resolutions as required;
Ensure that all technical aspects of the projects are strictly complied with and in conformity with conditions of contract, specifications, contract drawings & BOQ;
Review of construction drawings, material submittals, technical submittals and product samples etc. as per project requirements;
Review of construction methodologies, including risk assessments and ensure the contractors abide by the approved methodologies;
Implementation of standardized construction management procedures & quality management process to achieve financial targets on assigned projects;
Conduct regular meetings and technical workshops to report progress, also to resolve technical issues at hand;
Conduct periodic site walks to inspect completed installations and observe the functional and performance tests to ensure conformance to design;
Manage the process of testing & commissioning of various systems and equipment and ensure the contractors achieve the intermittent program milestones;
Provide program planning inputs including interfaces, risks analysis and develop action and recovery plans to support program delivery on time;
Implement QA/QC procedures and ensure the project delivery team understands the requirements;
Liaise with local statutory authorities for NOCs construction phase inspections, including T&C;and issuance of building completion certificate;
Ensure that the health and safety requirements are provided and that they comply with statutory regulations and code of practices;
Oversee the implementation of safe working procedures i.e. ESSW and MSSW in line with local and international standards;
Review the operation and maintenance manuals, training manuals, as-built drawings, warranties and maintenance service agreements;
Manage the snagging and de-snagging process for completed works and monitor any non-conformities;
Handover the completed works to clients’ operations team and manage the client’s training programme;
Recommend the client to issue TOC following the receipt of BCC upon completion of the project;
Monitor the performance of completed projects during defect liability period and liaising with the client for rectification of defects and issuance of DLP completion certificate.
