Acts as a Hazardous and Noxious Substances (HNS) subject matter expert and provides specialised technical expertise across the entire value chain of the Oil Spill & HNS Response Department, from response planning to contractor management, in order to promote continual improvement and excellence in HNS preparedness and response. Leads the research, collation and bench marking of international HNS regulations, quality standards and best practice in order to establish a comprehensive HNS knowledge repository to support progressive strategy formulation and effective decision-making at the Senior Management level. Advises on the implementation of functional policies, systems, processes, procedures and controls covering all areas of the HNS operations so that all the relevant requirements are fulfilled while delivering HSE-compliant and cost-effective HNS emergency response services in a consistent manner. Develops, seeks approval and facilitates the implementation of standard operating procedures (SOPs) for all HNS materials and equipment in order to ensure resource optimization and effective operations as per defined HSE standards. Provides expertise on numerous technical aspects of the HNS spectrum, such as the choice of equipment, materials, subcontractors etc., in order to shape the department’s technical decision-making as per corporate objectives and leading market practice. Supports the design and delivery of HNS training plans to ensure they are technically fit-for-purpose and aligned with the best-in-class emergency response methods. Attends specialized HNS fairs and conferences to represent ADNOC L & S and remains informed of market practices, innovations and developments. Supports the department in raising HNS awareness, preparedness and capabilities. Supports the training and oversees the operations of the HNS response teams, in Bases to ensure alignment and readiness to respond to any HNS emergency. Supports and counsels the on-site HNS teams, upon notification of an emergency, to ensure efficient and accurate risk assessment as well as appropriate response to all incidents. Remains on-call as per the duty roster in order to respond in a timely manner to all emergencies. Carries other duties as assigned by Management to fully contribute to the wide range of divisional operations. Plans, supervises and coordinates all activities in the assigned area to meet functional objectives. Trains and develop the assigned staff on relevant skills to enable them to become proficient on the job and delivers the respective section objectives. Provides input for preparation of the departmental budgets and assist in the implementation of the approved Budget and work plans to deliver objectives. Investigates and highlight any significant variances to support effective performance and cost control. Implement approved department policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards. Contributes to the achievement of the approved Performance Objectives for the department in line with the Company Performance framework. Designs and implements new tools and techniques to improve the quality and efficiency of operational processes.
