Computer & Telecommunication Engineer (Emiratization Project)

Role Purpose
To supervise maintenance and minor repair work on computers and telecommunication equipment and instruments at client’s Compressor Stations, Pipeline network and at the Metering and Regulating Stations with objective of assuring plant and network availability to receive and deliver gas to customers safely and on-time in accordance with client’s standard operating procedures, health, safety and environmental polices and procedures.
Key Accountability
Key Activities
1. Planning & Budgeting ▪ Ensures business processes and work activities, relevant to position, are planned and executed in compliance with Client policy, procedures and best practice to achieve business objectives in a safe, efficient and cost effective manner ▪ Liaises with Line Manager to clarify, justify and provide updates on all significant developments undertaken by the Control Engineering Section ▪ Generates reports as per management request, timely and accurately to meet company and department requirements, policies and standards ▪ Analyze cash flow, cost controls and expenses within own are of operation towards optimum utilization of company’s resources ▪ Conducts financial prudence in all decisions and monitor variances between actual expenditure and budget; approves operational expenses within level of authority ▪ Reviews and responds to queries related to expenditure reports and provides justification for any budget overspend
2. Maintenance ▪ Supervises the maintenance and repair on the SCADA systems consisting of servers, work stations, DPC’s, computer and associated peripheral units at the Main Compressor Station and Metering and Regulating Stations in accordance with Corporation regulations and internationally accepted standards and codes▪ Identifies and diagnoses faults in scada systems, cable faults etc, and proposes remedial action which may involve repair, modifications or new design ▪ Provides software support at Metering and Regulating Stations’ computers for proper operation of stream switching ▪ Assists IT in maintenance of LAN and all associated equipment ▪ Carries out investigations into accidents/incidents to access damage and rectification and requirements and prepares initial report
3. Health & Safety ▪ Enforces an incident free environment through maintaining a strong safety culture ▪ Implements safe work processes, control procedures and guidelines to ensure process safety, operational safety and plant integrity ▪ Complies to health, safety and environmental excellence procedures and controls for activities under area of responsibility to guarantee employee safety, legislative compliance and a responsible environmental attitude
4. Stakeholder Management ▪ Establishes and maintains effective relationships with external parties required to meet Client’s business and operational objectives ▪ Works effectively, proactively and with urgency across client and externally to ensure the delivery of joint services/results that meet client’s interests, and for knowledge sharing
5. People Management ▪ Motivates staff and empowers direct reports by providing the necessary tools and support required to support Section goals and objectives ▪ Establishes clear direction, prioritizes tasks, assigns and delegates responsibility and monitors workflow ▪ Provides guidance and ensures that direct reports comply with client’s policies, processes, practices and systems ▪ Ensures proper target setting and staff performance management in line with client performance management guidelines
QUALIFICATIONS / REQUIREMENTS
Knowledge ▪ Knowledge of electrical / instrument and scada control systems Education ▪ Bachelor’s Degree in Electrical / Instrumentation / Control Engineering Experience ▪ A minimum of 6 years experience within Engineering with at least 2 years experience in a supervisory role ▪ Experience in the Oil & Gas Distribution Industry preferred
