Sharepoint-365 web developer to build an intranet website

Note: this is a project-based freelance job.
The SharePoint Intranet for current phase should include:

o Single Sign on to various portals through Office 365 login
o Content Management system
o Document Library
o Document upload (selected user) feature with tagging capability (1 document visible in various pages depending on tags)
o Document download function (every user)
o Web pages broadcasted to selected users
o Content of the web pages as mentioned in Deliverable section
o Graphical Layout as per the brand colors & fonts. Design will be provided by us
o Links & Integration to various application
o Access Roles & Rights:
o Super User Access
o Limited users to have access for creation on content
o Reading access
