Responsibilities:
Coordinate, oversee and prepare cost estimates in accordance with the approved procedures.
Provide support and leadership in identifying, analyzing and providing innovative solutions to cost estimating problems.
Review design scope criteria and quantities for completeness and coordinate with the project to develop additional estimating bases when information is incomplete.
Establish format and content of summaries and reconciliations of the capital cost estimate, including segregation of cost according to level of confidence and identification of areas of risk.
Prepare and review distributable and/or contractor’s indirect cost estimates. Assist in developing or develop foreign currency and exchange rates estimates.
Prepare or review contingency evaluation for estimates, escalation estimates, reconciliations for estimates and management presentations.
Prepare and analyze comparisons of scope, quantities and cost data between projects. Participate in discussions with vendors and contractors as required
Support the development of estimating standards and procedures and maintain estimate and historical data
In comparison with previous estimates, outcome costs and vendor prices, carry out benchmark estimates through validation and verification norms
Work with the relevant discipline in collating requirements and compiling cost estimates for a project
Prepare rationale statements (estimate basis/ confidence package) to support the estimate, identifying areas of weakness and or areas of risk. And where required conduct
Monte Carlo type risk analysis of costs estimates to determine contingency and accuracy levels
Participate in developing and presenting training classes and on the job training for specific processes and practices
Alongside the Location or Group Estimating Manager; assist in managing capability of across the relevant location, including;
Responsibility for recruitment and retention,
Training and career development of Estimating personnel
Provide mentorship to graduates
Some aspects of the role include, but are not limited to:
Analyzes specifications including sketches, blueprints, bills of material or sample layouts, and calculates costs using labor and material pricing schedules and historical data
Computes cost estimates of raw materials or subcontracted work and labor
Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors
Expected to assist in the preparation of larger and more complex estimates
Working knowledge of business case drivers (economics)
Represents organization as a prime contact, interacting with senior internal and external personnel on significant matters
Contributes to development of new techniques and standards; considered an expert in organization
Develops processes that require innovation and ingenuity
Conducts briefings and participates in technical meetings related to specific operations
Maintaining strong business relationships

Key Requirements for a Senior Cost Estimator:
Leadership skills in Estimating with ability to handle complex multi-office projects
Carrying the responsibility for the project success and providing strong direction for the team
Plans and manages the work, managing the financial aspects of the discipline, including the man-hour estimates and margin goals
Excellent communication and co-ordination skills (both verbal and written).
Flexibility to travel
Understanding of Project business case and reflect this in the work environment such as productivity, schedule, workhour control, innovation etc.
Should have involved in development and implementation of activities such the latest technology and methods to improve efficiency, accuracy and productivity for the department.
Takes personal responsibility for safety and a healthy environment on the projects, and demonstrating this by example
Can work as an efficient team with project management and other disciplines
He/she is also responsible for ensuring that the Dept./Disciplines quality management system is followed considering any special contractual requirements.
The successful candidate will have:
Strong background and experience in professional Estimating services
Proficient using Aspen Cost Estimating tools is an advantage
Working knowledge of Risk tools e.g. @Risk is an advantage
Experience developing and building business relationships at a senior level
Bachelor’s degree (technical discipline)
Minimum 12 years’ experience
