Job Purpose
Participate and supports Head of Retail operations, in the development of the OHSE policies and procedures framework that will allow the function to effectively meet its objectives and targets, in line with the Group\’s strategy and direction.
Roles and Responsibilities
Develop, implement and monitor HSE management programmes, processes, practices and guidelines that are aligned to and based upon international best practice in coordination with the various BU heads so as to mitigate health, safety and evironmental risks relative to the various industry segments that the company operates within
Ensure that all incidents relating to HSE management (incident, accidents, near misses, potential civil claims and workman\’s compensation claims) are promptly reported, escalated, investigated and resolved as dictated by policies and procedures defined by
Group Risk Management
Extract, analyse and interpret data relating to incidents and accidents so as to identify new and emerging threats, identify root cause, problematic stores/areas and present to the business unit and senior management a consolidated view of HSE issues, threats and risks together with recommendation on how best to mitigate the same through effective and appropriate resource allocation and utilisation of physical, electronic and procedural controls, in the most cost effective manner
Develop and implement a framework and methodology that ensures a regular review of the status and efficacy of occupational health and safety programmes and practices and practices relevant to all locations, so as to ensure that gaps, legal non-compliance and HSE threats and risks are identified, mitigation and remedial actions are promptly communicated to and implemented by business unit and facility managers
Head up business unit HSE Committee meetings and offer suitable HSE & ISO expertise, guidance and training to ensure compliance with HSE & ISO frameworks
Review BU operation manuals to ensure alignment with Group HSE policies and procedures and consistent understanding and application of the same
Develop and implement a communication strategy that is designed to communicate HSE policies, procedures and objectives across Retail, orient all employees in regard to their specific HSE obligations, ensure that best practice, learning and new and emerging trends, threats and legislation is shared across Retail and promptly alert business unit managers of non-compliance with legal obligations
Maintain and manage relationships with in-house clients, service providers, contractors, law enforcement, judicial and civil emergency response authorities and ensure that the HSE management functions are administered to the highest degree of professionalism and satisfaction
In conjunction with the Facilities Management Department, conduct a routine review of compliance to statutory and regulatory obligations in relation to Preventative Maintenance Agreements for emergency life safety systems and equipment and report on all areas of non-compliance
In conjunction with the BU Managers, ensure that adequate financial resources are provided to achieve the objectives of the HSE Programme and maintain records of all expenditure related thereto
People Management
Plan, coordinate, direct, guide, manage and monitor the efforts of the HSE staff and co-opted HSE committee members deployed across the various business units so as to enable them to achieve the highest level of individual and team performance to meet business objectives

Education/Certifications
A graduate with some tertiary level qualification in Occupational Health & Safety, Fire Prevention & Risk Management
Years of Experience
7-10 years\’ work experience in large diverse commercial establishment with the latter in a responsible management position
Experience in conducting risk assessments, fire and emergency response plans or disaster recovery within a corporate environment
Experience in implementing and maintaining integrated ISO quality standards
