Job Profile:
This role is to manage and lead an estimation team with in the Organization. The candidate must have experience in working with a sub-contractor, suppliers in specialized construction services, such as: concrete repairs, structural strengthening, crack injections, marine repairs, industrial flooring, protective coatings, passive fire protection, fire stopping, sealants works and waterproofing works.
Job Description:
• Develop and review cost estimation standards and pricing
• Coordinate proposals for multiple estimation projects, as well as hold review responsibility for contracts and estimates
• Review project cost reports, outputs and implement required changes
• Establish standard rate files for labor, equipment and materials
• Conduct post-bid performance review
• Keep track of all variations to the contracts that may affect costs and liaise with sales & operations
• Review contract terms and propose warranty certificates accordingly
• Maintain updated record of pricing standards for all items for estimations, including through job-tracking reports
• Manage multiple bids and perform as liaison between QS, estimating team and sales, operations team.
• Assist and/or lead in proposal preparation, presentation and securing new work
• Establish and maintain relationships with consultants, clients and suppliers
• Monitor and ensure bid format meet clients standards
• Evaluate customer request for tender/bid/quotation documents
• Coordinate bid inputs from all organizational departments
• Coordinate with subcontractors to receive input on pricing on labor, materials and other costs
• Participate pre and post bid meetings as required
• Assist operations & sales to select projects to bid
• Assist management in financial decision making for signing up for a project
• Own recruitment and development of all estimating personnel
• Identify and develop successor for own position
• Develop and maintain estimating systems and procedures
• Maintain department level data and analyze log of proposals and tenders for cost tracking and historical information and department performance
• Establish and maintaining department resource library
• Review, provide feedback and evaluate performance of Estimators
• Study and update self on the technical specifications of the products/services and application procedures related to the job contract thru class room training and self-learning
• Undertake regular site visits to learn the new and ongoing work scopes technically and financially. Study the site conditions and productivity parameters to accurately estimate the jobs
• Train project managers and sales managers on the estimation parameters and obtain their inputs to improve the accuracy in estimations
• Prepare case studies of estimated versus actual work to improve standard method of calculations and help train others
• Develop better and faster ways of completing estimations, quotations and invoices
Primary Responsibility:
• Responsible for the management of all aspects of the estimating department
• Preparation and administration of estimation department budget
• Adhere to HSE responsibilities as per QCS - 2014
• Any other tasks as assigned by the reporting manager
