الوصف الوظيفي The Project Commercial Manager will be responsible for implementing commercial best practices to maximize value and minimize risk and cost to ensure maximum recovery of all contractual entitlements. Also he will provide pre and post contract commercial solutions to facilitate commercial management across a portfolio of Contracts or bids at contract level. Principal Accountabilities & Responsibilities 1. Ensure compliance with QD-SBG systems, processes and procedures to deliver post contract commercial management. 2. Review all commercial reports including Cost Value Reconciliations and cash flows before submission. 3. Work within the strict deadlines required under the Contract(s) and as required by QD-SBG Management. 4. Legal understanding relevant to contracts. 5. Engage with the Project Managers in review of monthly and/or weekly cost and value forecasts to completion of the project(s). 6. Assist and advise the Management in ensuring timely issuing of all notices required under the Contract(s). 7. Review all variations (changes) to the works in conjunction with other project team members and ensure all contractual notices and early warnings are submitted within the required timescales. 8. Review the existence of any “claim” and “extension of time” situations. 9. Endeavour to ensure that all contemporary records are kept by the project team members for use in supporting claims, extensions of time, and the evaluation of variations. 10. Ensure all aspects of subcontract procurement and payment are adhered to. 11. Support the tender processes and strategy as required on bids. 12. Provide commercial and financial feed-back to the Estimation Team. 13. Provide all cost/commercial information required under the Contract(s) (S-Curves, Forecasts, etc.) 14. Ensure and accurate change control process is managed effectively. 15. Provide sound commercial and contractual advice to the Project Managers and other team members. 16. Promote a team-working environment. 17. Proactively install commercial awareness throughout the project team. المهارات 1. Bachelor degree from a recognized university in Civil Engineering or Quantity Surveying. 2. At least 12 years’ experience in GCC out of which 5-7 years of managing commercial and contractual aspects of major infrastructure, roads and highway projects. 3. Demonstrates a proven track record in quantity surveying / commercial management with significant experience in a senior role. 4. Experience in the assessment of claims and variations on major infrastructure and roads projects. 5. Good knowledge and experience of contract forms related to major road projects. 6. Awareness of FIDIC and Local Laws. 7. Good negotiation skills. 8. Ability to time-manage, set priorities and work to strict deadlines.
