الوصف الوظيفي · Day to day supervision, coordination and support of the Estimating and Proposals functions ensuring that the preparation of the base cost estimates and proposal documentation are completed in an accurate, professional and timely manner. · Review of Invitation to Tender (ITT) documents, understanding, analysing and accurately assessing all ITT requirements. · Involvement in the development of the proposals strategy for the tender. · Assist in the prioritisation of estimating and proposals workload. · Creation and review of first principle base cost estimates and advise on appropriate on cost mark-ups to be applied, prior to review by the company senior management, including the managing of any further estimate amendments if necessary. · Attendance of and presiding when required, internal tender review meetings. · Attendance at Client tender clarification meetings / negotiations, including the management and organisation of all required Client endorsed changes to previously submitted tenders. · Maintaining communication with Client and obtaining and utilising Client feedback on tenders submitted. · Ensuring that all contract documentation, prior to signature is in line with all previously agreed tender negotiations. · Ensuring use of post-contract feedback, obtained from executed projects in future bid efforts. · Documenting and filing in an organised manner, of all relevant tender correspondence and data. · Support in the handover of all relevant tender documentation to Projects and Contracts teams on contract award and to arrange and attend the Project Handover meeting. · Provide support when necessary to Project Teams throughout the project execution phase. · Preparing reports of progress and improvement, day-to-day operations, performance improvement and training as required. · Adhering to all compliance and auditing requirements for the conduct of ethical and transparent operations including the compliance to all policies, guidelines and procedures. · Complying with Health, Safety and Environmental policies and procedures and compliance with all audits and inspections. · Fulfil the duties of the Estimation Officer as and when required. Additional Responsibilities: · Assist in other areas of the Business Development & Marketing department as and when requested. Attainments: · Minimum of 10 years commercial experience in the heavy engineering industry in a Proposals Dept, with at least 5 years with a ship / Oil & Gas background. · Tertiary qualifications in a related discipline. · High level of education. · Well-developed presentation skills. 3. Intelligence: · Able to deal proactively with estimation and proposals issues. · Analytical. · Excellent interpersonal skills. 4. Aptitudes: · Sound teamwork within a ship / Oil and Gas, marine or similar engineering background. · Leadership qualities – Lead by example. 5. Disposition: · Able to relate well at all levels. · Demonstrates ability to listen to the views of others and respond in a logical, well thought out manner. · Resilience under stress. · Conscientious. · Estimating processes and methodologies. · Commercial evaluation processes. · Structured negotiation strategies. · Heavy engineering and construction methodology. · Principles of contractual law and commercial T & C ‘s. · Procurement strategies and processes. · Adhering to all ZSPO policies, guidelines and procedures. · Complying with all relevant HSEQ policies and procedures.
