KEY ACCOUNTABILITIES & ACTIVITIES
Assist in developing the company’s Cooling & Heating Strategy for each area assigned, based on the Technical, Environmental, Financial and Social criteria
Support in the development of the requirements for Implementation of the Cooling and Heating Strategy
Support in the development of the management principles and manage the planning, monitoring and evaluation system
Responsible for execution of the District Energy Master Plan to include:
o Establish project objectives, develop the project plan, budget and schedule
o Administrate contracts to include the development of project specifications, a detailed scope of work, and principle contract provisions
o Develop work packages for execution to include: Statement of Scope, Change Management, Performance Testing, QA/QC Requirements, Material Procurement, Technical Data Sheets, Drawings/Specifications, Task Procedures and Job Safety Plans
o Lead pre-bid and provide RFI responses and addenda. Analyze bids and participate in section of design professional, vendor or contractor, as applicable
Coordinates and communicates with all stakeholders, internal and external.
o Internal: Water, Energy, Environment, UP, Project, Sustainability, etc.
o External: HVAC Vendors, EPC, major Operators, new technology companies, Start-ups, Universities to bring leading edge technology into the designs of the Plants
Assist in developing and managing RFP/RFQ and Tendering process as required for Consultancy, Engineering, Procurement, Construction and BOT of the company’s Cooling and Heating infrastructure
Prepare a procedures manual that is tailored to the specific project, providing the framework for the overall operations of the project team
Manage and controls all change orders to ensure the project proceeds in a planned manner, within budget, and on schedule.
Ensure appropriate management systems are in place to implement District Energy Business correctly and operate effectively
Carry out other duties as assigned
Quality Assurance Responsible for the integrated performance of the project team, putting in place Health & Safety, Environmental, Quality Assurance and Quality Control plans.
Deliver high quality, innovative project solutions that provide real value to the company
Deliver accurate and timely information about the projects progress status towards the plans
Ensures quality and technical execution of work are within schedule and budget through the establishment of milestone dates, budget allocations and control or expenditures.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience Minimum of 8 years of experience in District Energy, Cooling, HVAC and Utility Infrastructure
Experience in Engineering, Construction and Implementation of a District Energy Plant, Chiller facility, Distribution Network and secondary side HVAC.
Experience in developing RFQs/RFPs for a Utility Project.
Familiar with BOT, DBO and EPC Models
Experience in contract execution, management and negotiation of engineering, construction and services contracts.
Sound knowledge of District Energy Systems, performance engineering and data analytics with their application toward cost savings and continuous improvement initiatives.
Acumen in financial and contractual aspects of capital projects in addition to technical and organizational structures.
Strong Microsoft Software Applications skills (Word, Excel, PowerPoint and Project); experience with various project & construction management software tools.
Strong organization, prioritization, and time management skills to monitor and handle multiple projects at the same, balance key priorities and meet challenging and changing deadlines
High thoroughness and reliability and ability to deliver quality output
High resilience, proactive problem-solving skills, and strong negotiation skills
Demonstrated ability to create a team culture of camaraderie, integrity and trust among the integrated project team members.

Knowledge of Quality & Safety and the importance of risk management
Qualifications Minimum Bachelor of Science in a technical field.
Master s degree in Engineering/Energy is a plus
PMP certification is a plus.
