PRINCIPAL DUTIES AND RESPONSIBILITIES
Leadership and strategy
Lead JIGPC housing program by formulating most efficient strategy to meet companies mandate on providing its employees with suitable, safe, and cost effective housing solution
Manage the program holistically to ensure that all strategies are aligned with various aspects of employee housing needs including but not limited to security, livability, practicality of location, employee welfare and cost
Evaluate options and provide observations and recommendation to housing committee
Drive the program by liaising with internal and external stakeholders, and manage expectations
Prepare informative documents/presentations for management such as business case document, comparison of alternatives, due-diligence check list, government or safety compliance, and other relevant documents
Need analysis and concept design
Consolidate housing requirements from key stakeholders i.e. Leadership, HR, IKS and EHSSQ
Prepare conceptual layout of the required housing complex with associated facilities/utilities
Prepare a schedule of essential requirements within the facility, in-room, common areas, and recreation
Strive to optimize and reduce project cost
Third party engagement
Identify potential developers and perform necessary (technical/financial/legal) due diligence of all third parties involved, proposed land, etc.
Evaluate submitted proposals technically and commercially and provide feedback/advise to JIGPC housing committee
Engage third party SME’s if and when required by going through proper pre-qualification process, commercial evaluation and approval process as per JIGPC supply chain standard procedures
Prepare relevant scope documents and RFP for sub-contracts
Review proposals received from vendors while ensuring utmost confidentiality and adherence to procurement code of conduct and ethics.
Provide necessary inputs in drafting contract between developer and JIGPC
Manage sub-contracts to ensure optimized productivity
Lead the final selection process by engaging the relevant internal stakeholders and having a clear evaluation matrix.
Monitor project execution at site
Supervise all project activities including utilities, construction works directly and indirectly including required site visits throughout the construction project to monitor contractor progress, answer questions that may arise, and ensure that milestones are completed according to the project timeline.
Responsible of all schedules from project inception until building hand over including construction company schedule.
Prepare a milestonebased progress payment schedule
Review and certify progress payments as per agreed payment schedule
Review submitted drawings, documentation, specifications, and project schedule from developer for approval
Regular supervision and quality control of all phases during the project lifecycle to ensure execution is as per agreed standards, specifications, and timeline
Submit weekly/monthly update reports to JIGPC housing committee including but not limited to delays and variations
Ensure project complies with zoning, environmental, and safety regulations.
Ensure projects compliance with all local, national, and regulatory requirements and laws including building codes. Throughout the project, the project manager will conduct site visits and reviews to ensure that these standards are upheld and correctly implemented at all stages of construction.
Evaluate provisions to match user requirements for utilities, recreation, security, etc.
Translate complex project related documents into accessible and actionable specification sheets to provide JIGPC housing committee with critical information regarding the project. This may also include reviewing material specification documents for certain project elements and maintaining a project manual/records.
Ensure each pre-defined milestones are completed as per agreed schedule and the overall project is completed within time
Prepare snag list and monitor closures
Perform comprehensive and detailed inspection/evaluation of commissioned compound to sign-off handover
Perform other related duties or assignments as directed.

EDUCATION AND EXPERIENCE
Minimum Qualifications:
Bachelor of Architecture or Civil Engineering from a reputable University.
Proficient in English and Arabic.
Minimum Experience:
15 years’ experience in architecture, leading project management of residential/commercial building.
Having worked on landmark residential projects (preferable in Saudi Arabia)
Extensive experience with reviewing building plans and drawings
