Position Summary
Responsible to the Program Manager for developing, implementing and administering an effective, economical, proactive Quality Program (QP).
Duties and Responsibilities
• Oversees adherence to the procedures and policies of the Quality Control Plan.
• Implements and manages the QA/QC Program.
• Ensures performance and quality of assigned QA/QC function conforms to established standards and government agency guidelines to ensure customer satisfaction.
• Manages Contract Deliverables using the standard company system to ensure timely delivery of service to the customer.
• Inspects or oversees inspection of work-in-progress and completed work within assigned areas of the service contract; verifies and documents inspection results.
• Coordinates collection of responses to customer Corrective Action Response (CAR).
• Investigates, analyzes and resolves quality deficiencies (i.e. Quality Control and Compliance Inspections) to ensure problems are corrected in a timely manner.
• Conducts internal management audits, prepares formal audit reports and defines audit schedule.
• Coordinates and monitors activities of Quality Control Engineers and Quality Control Inspector/Technicians and interface directly with plant manager, or production manager.
• Analyzes results and coordinates with concern departments to resolve discrepancies; responds to deviations by assessing the impact on customer satisfaction, safety, and contractual compliance.
• Manages the program’s Customer Complaint process using the standard corporate system to ensure timely resolution of all complaints.
• Evaluates CSI/KPI data monthly and provides trend analysis at Management Review.

Basic Qualifications
• Bachelor’s Degree in Industrial Management, Mechanical Engineering or related discipline is preferred.
• Seven (7) or more years of progressively increasing responsibility in developing, direct experience in Mechanical Works Inspection Activities, implementing and maintaining a Quality Program is required. Three (3) years of experience in the management or supervision of steel fabrication activities in Oil & Gas and Petrochemical projects, infrastructure and communication.
• Training and knowledge in Quality Management System (ISO 9001) is an advantage
• Shall be certified as an American Welding Society CWI, CSWIP 3.1 Certified Welding Inspector, or other International accreditation approved equivalent.
• Shall have a demonstrated background and thorough knowledge of codes such as ANSI B 31.3, 31.4 and 31.8, ASME Section V and IX, API 620 and 650, AWS D1.1, required for the execution of the WORK. Where Nondestructive Testing (NDT) forms part of the WORK.
• He is required to review or ensure NDT programs and results, he shall have been previously qualified and certified to a minimum ASNT Level II in the relevant method(s).
• When performing, reviewing or ensuring Nondestructive Testing in VT, MT, PT, RT or UT, he shall be certified in the specific method(s). When performing, reviewing or ensuring Radiographic Testing Film Interpretation (RTFI),
• Shall be certified in RTFI
• Shall be certified to API 653 for tank, and API 510 for pressure vessel and demonstrate working knowledge of codes, such as ASME Sec I, V, VIII and IX, ANSI B31.3/4/8 and API 620/650 and AWS D1.1. As a minimum, he shall have experienced with:
a) Fabrication/Installation of Skids, Valves, Vessels,
b) Piping systems and pipe line,
c) Vessels, tanks and spheres fabrications
d) Structural steel erection
