Job Summary
The Regional Construction Manager will be responsible for directing property development company multiple constructions projects and ensure effective management of projects constructions from beginning to end.
Major Duties and Responsibilities
► Develop and update the strategy, goals and targets of the Regional Construction Management department.
► Develop milestones and plans for the Regional Construction Management department to achieve its goal.
► Develop the annual budget for the Regional Construction Management department and ensure cost and expenditure are within the set budget.
► Manage the implementation of the strategic initiatives, as applicable to Regional Construction Management, and communicate expectations to all individuals within the department.
► Manage the implementation and improvement of the Regional Construction Management guidelines, policies and procedures and ensure compliance across all departments.
► Oversee all activities related all projects construction activities within property development company, this should include reviewing all activities related to the following (but is not limited to):
o Project Management Planning
o Cost Management
o Time Management
o Quality Management
o Issue and Risk Management
► Direct the process of assigning and assembling the Project Managers and Projects team members (i.e. site engineers, field engineers, mechanical engineers, electrical engineers, quantity surveyors etc.).
► Participate in the tendering process in conjunction with the Contracting and Tendering department and other related departments which include:
o The development of the project Request for Quotation / Proposal “RFQ/RFP” utilizing the bid document details as a result of the design development phase (i.e. project scope of work, project phases, project budget, project duration, etc.)
o The development of Request for Information (RFI) whenever needed
o The classification process of construction firms and supervision consultants
o Analyzing, reviewing and screening received quotations/proposals
o The selection of the best quotation/proposal
► Review all periodical progress reports (daily, weekly, monthly, etc) produced by all project managers to ensure that all constructions followed the terms and specifications that were agreed on.
► Direct the periodical internal status meeting (weekly, bi-weekly, etc.) to present the project status and agree on major and key milestones and ensure proper management of the project construction in order to deliver the project successfully.
► Direct the conduct of pre-construction meeting with the project construction firm (sub-contractors if any) in coordination with the project supervision consultant and agree on the following (but is not limited to):
o Introducing project team members (teams structures)
o Over all project time-line and key milestones
o Progress meetings dates and time (weekly, bi-weekly, etc.)
o Reporting protocols and forms to be utilized during the project phases
o Other related documents
► Oversee all submitted change requests by the construction firm (approved by the supervision consultant and the related Project Manager) and supervise the negotiation process with the construction firm regarding these changes (i.e. contract value, material or project duration)
► Approve all activities related to the projects payments, change requests, new replacement material, others as per the Delegation of Authority (DoA).
► Manage and maintain the relationship with all the construction firms and supervision consultants and subcontractors (if any).
► Provide technical and managerial leadership to all projects and personnel, and ensure providing technical supervisions whenever required.
► Ensure that the required technical standard of safety and security are implemented in all projects sites.
► Manage the conduct of the project final assessment which include:
Construction quality
Actual vs. budget analysis (cost)
Completion time vs. planned
Other required assessment in order to close assigned project
Managerial
► Provide advice, guidance, direction, and authorization to department personnel to carry out Regional Constriction Management function and procedures, consistent with established policies. Ensure effective and efficient flow of work, and ensure all employees understand their role in the department.
► Communicate and discuss the department’s guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.
► Delegate relevant responsibilities to achieve operation in the department.
► Provide guidance and leadership to all department employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
► Initiate and manage the annual performance appraisal to review employees’ work performance.
► Recommend salary adjustments, rewards and promotions based on employee performance. Carry out disciplinary actions when needed.
► Monitor adherence to guidelines, policies and procedures.
► Ensure effective departmental performance through the selection, development, and management.
► Report Regional Constriction Management KPI’s progress on a regular basis.
