Job Summary

Tendering Stage: - Plan and coordinate for tender sourcing with tendering stakeholders in order to support tender objectives & the achievement in terms of best market prices.
Project Execution Stage: - Plan and execute procurement activities for projects in order to support project objective achievement in terms of cost/budget, schedule and supply quality.

Job Responsibilities

Collaborates with tender/sales, project, and category teams to determine necessary items for the souring during tendering stage and procurement during the project execution. Develops Tender Sourcing Plan (TSP), tender sourcing strategies and Project Procurement Plan (PPP)
Understanding of commercial scope, identification of sourcing priorities and key items/services to be sourced, sourcing timeline.
Based on preliminary list of equipment/services, Project OSS to assign scope of sourcing to relevant OSSD roles: Scope of supply belonging to Categories managed at HBU to relevant Lead Strategic Sourcing Supervisor (LSSS) – including sub-contract managers, other material/services to local strategic buyers.
Monitors the project procurement status and updates CEPCO project management and OSS Director of any issues. Pro-actively works to resolve issues related to procurement cost, quality and delivery.
Organize a Supplier Risk Review (RR) if needed. To update TSP & PPP, including supplier panel/definition of subcontract bidders for RR; PPP to be reviewed by Tender responsible until agreement.
Attend “risk and opportunity meeting” and “Commercial, legal and technical meeting” if planned.
Issue supplier commercial recommendation, based on Total Cost of Ownership (TCO) and including quantification of risk. If necessary, Tender responsible to take final decision on supplier/price to consider for Full Cost Model (FCM).
Verify with Tender Responsible if pre-bid agreement of specific material is needed; Project OSS to task LSSS/Strategic buyer of negotiating pre-bid agreement with relevant supplier (Pre-Bid MoU) as per Division directive and involving tender Engineering.
Prepare risk review input (OSSD Risk Review Sheet), ensuring back-up offers for all critical items’ costs, validity of offers and pre-bid agreements.
Evaluate if a PO/contract with the supplier for the scope of supply is already existing.
PO should contain, additionally to scope and T&C;compliant with customer requirements and final engineering design, clear indication of supplier milestones and deliverables, and format of monthly progress report.
Task Logistics division of performing PO/contract signing authority loop and consequently to issue PO on relevant CEPCO ERP system.
Responsible for the expediting process if required on the projects and to make sure expediting is done as per the OSSD expediting procedures & guidelines. In case if expediting is required, the same has to be forecasted and corresponding estimate must be given to tender responsible.
Ensures buyers minimize risk regarding quality and financial exposure by buying in accordance with quality and commercial procedures and in accordance with OSSD guidelines.

Typical Qualifications

Degree / Masters qualified, preferably in a technical (Engineering) field, and/or ten plus (10+) years with a combination of education and a proven track record of relevant experience on EPC projects or major projects with a demonstrable record of supply chain management.
Relevant experience includes power projects in substation, and procurement in line with the categories detailed above.
Knowledge and understanding of contract terms and conditions in an EPC or major projects environment.
Experience in Tender Management, Project Management, Legal Aspects, Contract Management, Supply Chain Management and use of Procurement Tools.
Experience as a project management professional.
Computer literate with emphasis on Word, Excel, and MS Project.
Ability to read and understand technical specifications and engineering drawings.
Fully versed in contract and PO drafting.
Self-motivated, organized team builder able to communicate clearly across multiple disciplines.
