الوصف الوظيفي • Ensure the implementation of the Project Management Department’s objectives, plans, policies & procedures and assure they serve as basis for the Electrical Projects operations. • Assist the Electrical Projects General Manager in the development of the annual budget and ensure cascading it down to the functional level and that all employees are working towards achievement of the department’s goals and objectives within the assigned budget. • Monitor the operating results of the Project Management department, compare them to established goals and objectives, and report results to the Electrical Projects General Manager. • Ensure compliance of Project Management department’s operations to CEPCO’s policies and regulations in order to avoid any discrepancies or unsatisfactory results. • Act as the custodian for project delivery from start to finish, with the specified specifications, budget and time. • Act as the point of contact of CEPCO in front of the customer and other external stakeholders. • Manage all project elements and provide required guidance to ensure optimum productivity levels throughout the project lifecycle (Initiating, Planning, Executing, Monitoring & Controlling and Closing) which should cover the following: • Prepare time plan for project (including dependencies/ critical path) in coordination with the Project Planning & Control function. • Prepare budget for project in coordination with the Project Planning & Control function and coordinate cash flow with the Finance & Accounting department. • Identify resources required for the duration of the project and liaise with the Resource Management function. • Monitor project progress regularly against the project execution plan. • Manage and oversee the setup of the project work place and ensure proper workforce mobilization to site work. • Initiate, liaise, and follow up on the project utility approval (including obtain work / traffic permits, issue C.A.R insurance) from the government authorities. • Monitor project cost versus budget and address overruns. • Proactively manage changes in the project scope, and identify potential issues and develop contingency plans accordingly. • Review the daily reports submitted by the Site Manager(s) / Site Engineer(s) that detail day-to-day activities including risks associated with the project, important verbal communications, external visits, employment and equipment check and other related fields. • Review periodical progress reports (weekly and monthly basis) developed by Site Manager(s) / Site Engineer(s). • Oversee work in progress within the assigned project, inspect on-site work, and ensure daily problems are resolved. • Coach, mentor, and motivate project teams, and influence them to take positive actions and accountability for their assigned work. • Provide solutions and recommendations to all unexpected technical difficulties/obstacles that may arise during project progress. • Ensure proper coordination and issue resolution with all involved project stakeholders, including customer, consultants, subcontractors, agencies. • Ensure adherence of all specifications and regulations. • Oversee and manage the material approval process and ensure compliance with project specifications. • Maintain strict adherence to Quality & HSSE policies and procedures. • Manage quality assurance, quality control and safety matters related to the project. • Raise variation orders and claim as required. • Test and commission project work. • Handover completed project work (TCC, PAC, FAC) to the customer. • Prepare PPC/invoice to be submitted to the Contract Administration function. • Apply project management knowledge and use personal/leadership skills to achieve project success. 2. Managerial Responsibilities• Provide advice, guidance, direction, and authorization to the function’s employees to carry out major plans and procedures, consistent with established policies. • Communicate and discuss the function’s guidelines and procedures with the supervisors to ensure responsibilities, authorities and accountabilities are defined and understood. • Monitor the adherence of function’s employees to the company’s guidelines, policies and procedures. • Ensure effective function’s performance through the selection, development, deployment and motivation of competent staff.
