POSITION OVERVIEWAids in the development and review of Contractor schedules. Chairs weekly schedule status meetings. Prepares and submits summary of project progress and pending issues to Project Manager. Performs other responsibilities associated with this position as may be appropriate. Must have both EPC and PC project execution experience.

PREFERRED EDUCATION/EXPERIENCE4-year degree in Engineering, Construction or related field and 10 years of related work experience.

Must be proficient in Primavera P6 scheduling software. Must have excellent written and oral communications skills, and a thorough knowledge of industry practices.
1. Assigns a WBS for each new design, construction or services contract on an ongoing basis
2. Ensures effective interaction between the PC data of the different departments
3. Ensures effective interaction between the different data platforms (e.g., EPPR and Unifier etc.)
4. Establishes the PC procedures for schedule creation, updates, adherence, cost coding etc.
5. Establishes the PC procedures for reporting, including which reports are needed, how they are calculated/executed and how they are delivered (frequency and form).
6. Last line of defense for schedule accuracy. Responsible for ensuring all schedules accurately reflect the intentions of key stakeholders.
7. Reviews and approves monthly reports before submission to Project Controls Manager.
8. Analyzes KPI and recommends action to Project Controls Manager.
9. Prepares program budget forecasts in one, three, five, and ten-year look ahead.
10. Ensure consistent methodology and performance by Project Controls Engineers.
11. Assist the Project Manager, Director or SRCM in understanding, monitoring and managing schedule and cost issues. Internal reports may include the following:
• Critical path reports
• Weekly look ahead schedules
• Project budget forecasts
• Manpower histograms
• Risk register
• Schedule variance report
• Quantity tracking
• Earned value
• Issue-spotting and mitigation analysis
• Other metrics needed as inputs to the monthly progress report
12. Works with the Contractors to:
• Create preliminary schedules
• Create baseline schedules
• Cost load the schedules
• Update actual and forecast dates and durations once per month, at a minimum. Weekly or bi-weekly schedule updates will be considered.
• Update physical % completion (with verification by designated Parsons / RC personnel)
• Create ROM estimates for new scope to acquire LOI
• Create and negotiate a detailed time extension request (first line of defense)
• Work with Change Control Manager throughout the entire LOI / Change order process
13. Coordinate with Finance and Budgeting to track actual costs invoiced by Contractors.
14. P6 Database maintenance with a firm understanding of the following:
• WBS
• Activity codes
• Baseline maintenance and assignments
• Report copies / project backups
• Turning the data date
• Schedule health, including open ends, out of sequence, circular references etc.
• Awareness of particular P6 features that tend to cause errors such as “fixed duration/units per time,” calendar incongruence, etc.
• Inter-project ties
• LOE’s
• Reflections
15.Reporting
• Advanced excel abilities such as vlookup for variance reports, resource histograms, charting etc.
• Adobe Acrobat Pro for graphical area callouts and general presentation abilities
