We are looking for a Payroll & Budgeting Manager to join our team! We are seeking an organized, self-starter who will be subject matter expert on payroll and HRIS for all locations and serve as a resource for management and employees. You must have a broad understanding of payroll best practices and be comfortable working within a fast-paced, growing company. This role will interact regularly with employees of every level and will help support HR team initiatives and projects as well. You must be obsessed with details and deliver world-class customer/employee support while creatively problem-solving.
ESSENTIAL JOB DUTIES:
Manage the overall payroll, time and labor, and HR functions.
Responsible for the accurate preparation and transmission of biweekly, multi-state payroll for over 500 employees.
Maintain, direct, and calculate the entry of data.
Manage daily operations of the payroll function.
Oversee administration of garnishments and other special payroll deductions.
Maintain vendor relationship and compliance.
Responsible for the intake and implementation of needed system enhancements/upgrades for payroll, HRIS, and time and attendance systems.
Troubleshoot HRIS workflows in collaboration with HR colleagues.
Handle the administration of the electronic timekeeping system.
Review and ensure the accuracy of approved time and labor data/timesheets.
Responsible for the coordination efforts between payroll, human resources, and the accounting/finance departments to ensure proper flow and maintenance of employee data, including preparation/distribution of detailed reports.
Collaborate with HR colleagues for data integrity and alignment to ensure appropriate administration of pay.
Continuously review and communicate regarding local, state, and federal laws to ensure systems and processes are compliant.
Conduct regular audits of payroll tax returns.
Conduct regular audits of employee benefit deductions.
Conduct regular audits overtime and paid time off balances.
Ensure the accuracy of unemployment tax rates with payroll vendors.
Perform periodic internal audits of various payroll areas and prepares materials for external or internal auditors.
Critically review and analyze current procedures in order to recommend and implement changes leading to best-practice operations.
Orientate new employees and managers on HRIS, Payroll, and Time & Attendance systems.
Respond to all employee inquiries regarding pay, time off, and HRIS matters.
Support the creation and implementation of various HR policies in accordance with state and local ordinances.

Associates Degree in Accounting or Finance required; Bachelor’s Degree preferred.
Not less than 8 years of experience, 2 of them managing employees
Minimum 5 years HRIS experience required. Experience with databases, HR software, payroll systems, ATS system, and other HCM modules.
Proficiency in Microsoft Office with strong Excel skills.
Strong understanding of the flow of transactions in an integrated and automated system.
Superior knowledge of payroll best practices with a desire for continuous improvement.
Ability to maintain confidentiality and exercise discretion.
Excellent problem-solving skills, good judgment, and decision-making skills, and a high level of attention to detail and accuracy.
Ability to prioritize multiple tasks, ability to work under pressure, and meet deadlines.
Knowledge of local, state, and federal payroll laws.
Ability to communicate effectively, both orally and in writing.
Must be self-motivated and have the ability to work with minimal supervision; must also be able to work as part of a team.
Proven ability to interact with all organizational levels is essential.
Shown success working in a dynamic, results-oriented environment.
Demonstrated ability to establish effective and cooperative working relationships.
Excellent organizational and time management skills.
Comfortable making decisions independently.
Ability to manage a wide range of relationships with a variety of stakeholders.
