Role Context:
KBR has been awarded a support contract by the UK Ministry of Defence (UK MOD). Under the terms of the contract, KBR will provide communications network support and deliver training services in the Kingdom of Saudi Arabia. This is a significant project that expands our portfolio of work with the UK MOD and in the Middle East.
Under the contract, KBR is seeking to recruit staff to deliver:
Support in delivering IP Telephony, host applications such as Network Management System, Cable Management Systems and incident management software
Operation of Service Desks
Support to maintain the operational capability of Fixed & Deployable equipment/capabilities.
Design & deliver a new Management Information System
Technical & English Language Training
Built Estate maintenance and upkeep
General:
To establish, implement and maintain the Telecommunications School Management of Training System (MTS). Responsible for the four departmental areas of Training Delivery, Technology Enhanced Learning, Training Support and Regional Training. To continually improve the efficiency and effectiveness of the four departmental areas, compliant with the Defence Systems Approach to Training (DSAT, as described in JSP 822) and BS EN ISO 9001:2015 Quality Management Systems and in accordance with the SofS 2019-2022.
Specific:
Training Delivery:
Ensure that annual training requirements are met, complying with the contractual obligations within SofS 19-22
Manage the delivery of the contracted annual training schedule, liaising with all stakeholders as necessary
Manage the strategic approach to training delivery within the school in conjunction with the Training Delivery Manager, Military Customer and UK Authority
TELS:
Manage the Telecommunications School’s ability to develop training delivery by alternative means, such as TEL, CBT, Distance Learning, VLEs, Individual Learning Contracts, Coaching and Mentoring (as required)
Training Support
Ensure that the TQM and QIP are maintained in accordance with contractual obligations
Manage the DSAT Quality Management System at the Telecommunications School on behalf of the PC, including but not limited to DSAT documentation and assurance activity
Manage the strategic approach to training design, development, and quality assurance within the ‘school’ in conjunction with the Training Support Manager, Military Customer and UK Authority
Manage the development of Annual Training Schedule and associated Regional Training
Regional Training:
Manage the strategic approach to training delivery within the regions in conjunction with the Signal Corps Training Centre Managers, Military Customer and UK Authority
Manage the strategic approach to OJT within the regions in conjunction with the OJT Manager, Military Customer and UK Authority
Reporting
Deliver management reporting for all associated management activity in a variety of formats as directed (weekly, monthly, annually)
Deliver the results of analysis and evaluation as directed with supporting information about best practices
Deliver statistical reports on performance and compliance with any need for improvement to facilitate the contractual requirements of the SofS 19-22
Manage the annual appraisal process for the four departmental areas (mentioned above)
Office Administration
Ensure relevant departmental procedures are carried out in accordance with Company directives
Manage an efficient prioritised electronic filing system
Maintain all documentation in line with local Data Protection guidelines
Other duties as required by the Head of Training Services
Advise all senior stakeholders at the PC organisational level and within the Telecommunications School about training activity and regional procedures and how they contribute to achieving transformation objectives and assist long-term planning and change management
Manage a programme of continuous course review and improvement compliant with the DSAT QMS
Manage training data to identify opportunities for improvement
Manage professional development by providing a range of learning and development opportunities that are available to staff
Ensure staff management procedures are carried out in accordance with Company directives
Provide guidance on company procedures and policies, as required
Provide leave and absences cover for the Head of Training Services

المهارات
Essential:
Training & Development or Education qualification at Level 6 or above
Management qualification at Level 5 or above or at least five years’ training management experience
Desirable:
Hold membership of a relevant professional body
Experience and Skills:
Essential:
Experience with Technology Enhanced Learning and/or TMIS as a management reporting tool
Demonstrate good knowledge and understanding of the implementation of Systems Approach to Training (DSAT or international equivalent system, compliant with BS EN ISO 9001:2015 Quality Management Systems)
Provide evidence of having analysed, designed and developed successful training interventions
Demonstrate current knowledge of learning styles, instructional methodology including methods and media to encourage learning
Provide evidence of managing numerous projects in parallel, prioritising appropriately
Provide experience of staff management and performance development and reporting
Provide evidence of the preparation of concise management reports and presentations in English
Skilled in the use of appropriate MS Office software
Be fluent in Speaking, Reading, Writing and Listening in the English Language
Hold a valid driving license from country of origin
Desirable:
Familiarity with military telecommunications would be an advantage
Familiarity with managing within a military training establishment would be an advantage
Have knowledge and understanding of the cultural aspects of life in Saudi Arabia
