Asset Description:
Shuweihat S2 IWPP, a Greenfield development project will produce 1507 MW of power and 100 MIGD of water. The Plant includes two power and desalination blocks, each comprising two gas turbines, one steam turbine and three Multi-stage Flash distiller units. The gas turbines are the latest Siemens SGT5000F (94.3A(6)) gas turbines, complete with Siemens steam turbines and generators. The HRSGs are provided by Samsung and the MSF distiller units by Doosan. The first block of power and water capacity is expected to enter commercial operation at the beginning of May 2011, with the facility commercial operation expected in September 2011.
The plant is owned by Ruwais Power Company (RPC) in which ADWEA has 60% equity and the remaining 40% equally shared between GDF Suez and Marubeni.
The plant will be operated and maintained by S2 Operation and Maintenance Company, which is jointly owned (50:50) by Marubeni and GDF Suez. The advertised position is for the S2 O&M;Company.
Job Purpose:
Reporting directly to the Operations Manager, the Commercial and Performance Engineer (CPE) will be for ensuring that the plant meets its availability, reliability, output and heat rate targets, and that the Accounting department has all the necessary information for creating and justifying invoices to the plant owner. Additionally, the CPE will provide regular monitoring of the plant performance, propose and implement improvements and upgrades for increasing performance, and generally seek to provide technical support to any department for the purpose of increasing the technical performance of the station and / or improving profitability of the O&M;company.

2. Specific knowledge of areas where plant thermal performance and also procedural performance (e.g. reliability centred maintenance programmes, condition based monitoring programmes, etc) can be improved.

Key Responsibilities:
1. Tracking and monitoring the technical performance of the plant.
2. Tracking and monitoring the procedural performance e.g. maintenance effectiveness.
3. Proposing and implementing performance improvements.
4. Ensuring compliance with all performance related aspects of the contracts.
5. Ensuring that technical input to invoices is correct and can be justified by additional data.
6. Assisting Operations and Maintenance departments in cross-departmental activities, improvements and investigations
7. Tracking long-term lifetime, and advising on lifetime lengthening / shortening activities, on major components such as: GTs, HRSGs, STs, Generators, Desalinators
8. Undertaking short-term and long-term tests and investigations in support of maximising plant performance, increasing asset lifetime and integrity, and / or reducing the long-term costs and risks associated with the project.

Education:
1. An accredited degree in any engineering discipline (or)
2. Demonstrated competence at engineering level supported by sufficient experience.
Experience:
1. At least 5 years of experience at a SCE level (if Operations background) or Lead Engineer level (if Maintenance background) at a CCGT power station and / or thermal desalination station
2. Experience in Siemens Vx4.3A gas turbines, steam turbines and generators; and experience in Doosan MSF desalination plant, is an advantage
3. Multiple years of performance monitoring and compliance with performance sections of contracts
4. Experience of participation in, and analysis of, formal performance tests
5. Experience of planning, undertaking and analysing long-term tests and monitoring in order to determine performance weaknesses and propose improvements
6. Experience of complex investigations in recurring and / or major faults, and cross-departmental coordination in finding and implementing solutions
7. Experience of dealing directly with OEMs to identify station weaknesses and improvements / upgrades
8. Experience in the Middle East would be an advantage
Medical Status:
The post holder shall be medically able to undertake the duties of the post and any duties they may have to undertake as part of their role in the Power Station emergency plan.
