- Collate all the CWP budget drivers such as the marketing forecast, technology strategy, network guidelines, new technologies, data on network capacity and utilization etc. from the concerned departments/divisions
- Effectively applies the CAPEX frame methodology to enforce CAPEX Budgeting standards are strictly followed
- Plan, coordinate and compile the draft Capital Works Programme (CWP) and Budget related to new technology deployment, existing network expansion and other development/expansion of
other related infra-structure for the Technology department, for review by superior and submission for approval.
- Control of RFI, Tender, RFP/RFQ to ensure budget availability prior as part of procurement cycle and maintain complete track of such requests till PO/Contract finalization
- Scrutinize and process all requests for CEAR/SEAR/Line plant Estimates/Recharge projects seeking management approval as per the Devolution of Powers within the KPI and liaise with all project owners for seeking clarifications and appropriate technical justifications, wherever necessary
- Maintain necessary documentation and database on CWP elements, updates, monitors and follows up on them as required to ensure complete control and monitoring of CWP projects
- Gathers feedback on the financial progress of CWP projects and analyses the authorized and actual expenditure against budget and follow up as required
- Management reporting of the CAPEX utilization based on the Areas of Spend, Monthly Trend, Variance analysis to identify areas of concern, Budget Savings etc. for decision making in terms of network transformation, development plan and Optimization of Network element.
- Prepare financial and other statistical information as per the approved CWP
- Maintain Expenditure control records and monitor project expenditure to ensure compliance with the accounting procedures
- Maintain Technical CAPEX KPIs and evaluate impact of different departments on the Technical budget and cost.
- Keep abreast of new technologies, systems and developments
- Evaluates the performance of subordinates and carries out counselling to improve and provides professional direction and guidance
- Expertise in the Oracle Project Accounting module and thorough knowledge in Microsoft Access and other Office applications
- Prove all support the project owners to complete the project technical closeout reports and submit all necessary documentations, as per the technical project closeout procedures
- Liaises effectively with all the concerned sections to gather feedback on the CWP project progress and follows up on criticalities/ concerns/ issues as required.
- Prepare and submit monthly accrual data based on the actual progress to Finance and coordinate with the project owners for the timely capitalization of the completed projects.
- Maintain and control centralized database all the PCCs issued and ensure fully alignment with the Finance Fixed Assets team for
- Completely analyze the change management requests, arrange for the management approval and perform changes in the systems and maintain historical records of all the change requests
- Reviews deliverables prepared by team to confirm its match with needed standards
- Participate in providing inputs and suggestions for improving the business process including IT system upgradation and actively participate in testing systems prior to implementation.
- Professionally manage and provide direction and guidance to subordinates; evaluates the performance of subordinates and carries out counseling to improve.
- Establish and nurture positive relationships, communication with and customer organizations
