Role:
Responsible for leading all airport planning activities, including the development and maintenance of the Airport Master Plan. This role will actively engage with C-Levels, strategic planning, commercial management, airport operations, contracts and procurement, internal and external stakeholders and other departments as required. Additionally, the Head of Planning will have external coordination with local government agencies, such as urban planning, economic development, Civil Aviation Authority and airport police.
Responsibilities:
The Head of Airport Planning will lead and manage the following topics:
Strategic – Technical
Air traffic forecasting
Flight schedule and airline operations analysis
Capacity-demand analysis
Airfield capacity and geometric layout planning
Obstacle limitation surface planning
Terminal capacity and functional layout planning
Terminal and support facilities design
Cargo facilities capacity, location and functional layout planning
Landside facilities capacity, location and layout planning
Airport support facilities capacity, location and layout planning
Commercial facilities planning
Overall Airport Master Planning
Land use planning
Strategic – Business
Establish planning priorities
Project justification
Stakeholder requirement analysis
Planning options development and analysis
Costs analysis
Management presentations
Technical reports
Project Management
Development of Scope of work and project schedule
Tender evaluation
Consultant deliverables review
Schedule management and cost compliance
Stakeholder and management review presentations
Adherence to safety and quality requirements
People
Setting departmental goals and objectives
Setting priorities and directing resource deployment
Setting and maintaining planning standards and SOP’s
Inter-departmental and external stakeholder coordination

المهارات
Experience & Essential Knowledge, Skills and Abilities
A minimum of fifteen years of experience in airport infrastructure planning, design and development in similar roles, including team management;
Excellent written and oral communications skills;
International experience is preferred; knowledge of common project delivery methods, knowledge of Middle East work practices are preferable;
Strong background in Master Planning and other planning studies for small/medium/large airports;
The candidate shall have good knowledge and understanding of ICAO/IATA regulations, as well as other international standards, for ensure compliance with national laws and regulations;
Leadership experience, self-starter and able to work productively and efficiently within a large team environment;
Capable of adapting to demanding project conditions;
Ability to adapt to new situations and to react objectively and expeditiously to critical works;
Computer literate Office package, knowledge in CAD and airport simulation (e.g CAST/ARCPORT or similar).
Qualifications
Bachelor’s degree in Architecture or Civil Engineering or similar certification;
Post-graduation degree/certification in Architecture, Airport Engineering in a relevant university;
Professional registration preferred;
Airport planning experience is required;
Excellent presentation skills;
Fluent in English, with ability to communicate in other languages.
