The primary purpose of the role is to be responsible for C3 planning at the national/strategic and city/tactical levels, and ensuring that this planning is seamlessly integrated with the site/operational level C3 planning conducted by Venue Management. Secondary responsibilities include stakeholder management, business process engineering, project management, requirements definition and supporting the delivery of the readiness programme as it relates to C3 readiness activities. Main responsibilities for this role include: - Lead author of the Expo 2020 C3 Concept of Operations (CONOPS), including the definition of event time escalation thresholds (issues and decision-making) and processes, in collaboration with external stakeholders and internal Expo departments; - Lead author of policies relating to C3 at the national/strategic and city/tactical levels and lead editor of procedures derived from these policies; - Lead author of the key C3 processes to be used by the Expo leadership team during event-time for decision-making and reporting (‘C’ Suite and below); - Plan, direct, monitor and review the alignment of external stakeholders and city-wide C3 with site-wide operational C3 of day-to-day operations and for incident response and crisis management; - From a C3 perspective identify and manage internal stakeholders to guide them through the process of transition to event-time C3 structures; - Enable and support the planning, integration, test and delivery of site-wide operational C3 (led by Venue Management); - Define the daily rhythm of reporting, including templates used, channels of distribution, translation (where necessary) and document management; - Identify and escalate for resolution C3-related service gaps and overlaps in the plans and programmes of other departments and functional areas; - Assure delivery of C3 projects and critical milestones through routine monitoring and reporting activities; - Support the delivery of C3-related readiness tests and exercises, including the preparation of test scripts, success criteria and scenario material.
المهارات
8+ years’ experience of operational Command, Control, Co-ordination, Communication, and Information management development and delivery, as well as:
- A Bachelor’s degree in a related field of study;
- A track record of successful project management and delivery of a wide range of complex projects;
- Excellent interpersonal skills (written and verbal);
- Demonstrated ability to identify problems and develop solutions;
- Structured, rational, reasoned thinker, highly organized and calm under pressure;
- Experience of working in the GCC region;
- Knowledge of operational planning and delivery of a major event/significant operational environment (e.g. airport, port, major attraction, Expo);
- Knowledge of operations, technology and security fields.
