Urgent requirement for a Terminal Operations Manager for a Major Oil and Gas company in Dubai, UAE. This position is to provide technical expertise, support and guidance to the HTL terminal network in areas related to operational efficiency, budgets and cost performance.
The successful candidate will be responsible for developing, reviewing, integration and optimisation of processes and practices, policies, procedures, standards and guidelines in line with Operations Excellence strategy of continuous performance improvement and coherence throughout all operating terminals.
Principal Accountabilities
Existing Terminals
Processes - Critically evaluating terminal processes and procedures and providing recommendations towards LEAN process improvement
Procedures and Standards - Develop and update operating procedures, polices and standards to ensure adherence to local, industry and best in class industry standards and drive forward process improvement.
Operational Audits - Contribute to operations audits and identify process and compliance improvement recommendations
Programme Implementation - Contribute to the implementation of all corporate programmes and initiatives associated with the Operations Excellence strategy
Operations - Maintain & Encourage in establishing proper communication channels and reporting systems to monitor terminal operations and take corrective actions.
Manpower Planning - Monitor resource performance and contribute to shift system and resourcing improvements Contribute to and support the organisations competency training strategy and plans at the respective terminals to ensure skills and competencies comply with best in class standards.
CAPEX budgets - Advice & Support in formulating and critically evaluating the terminals annual, 3 years and 5 years CAPEX budgets to ensure that investments are operationally efficient and cost effective.
Operating Expense (OPEX) budgets - Review OPEX budgets for respective terminals to ensure optimum operating costs are achieved while maintaining best in class service.
Maintenance - Assist the respective terminals with implementing adequate risk based preventive and standby maintenance systems and procedures that ensure continuity of operations.
Service Providers - Provide guidance regarding policy matters with all service providers at the respective terminals to ensure benefits are maximized.
Local Authorities - Build and maintain continues with all local authorities either personally or through terminal representatives, as the case may be, to ensure adherence to local laws.
New Terminals
Actively participate and contribute to the design of the terminals such that they meet the latest industry standards / norms and also from the point of view of safety, efficient operations and optimum operating and maintenance costs.
Participate to the preparation of the investment Request for new terminals in terms of their CAPEX requirements.
Establish pre hand-over operating procedures for terminals under construction.
Liaise and Coordinate with all local authorities for commissioning operations.
Liaise and Coordinate with port authorities for berth/jetty construction and procedures for handling vessels.
Contributing to operational due diligence on any future terminal acquisitions.
Package details
Salary of AED 45,000 per month
Education allowance 34,500 per child (up to 3 children) per annum

المهارات
Minimum Requirements
Bachelor’s Degree in Engineering
8 years minimum experience in a Management level at an Oil/ Petrochemical Terminal or Refinery.
Some exposure of working at a corporate/ group level in more than one geographical area would be an advantage.
A good command of latest tank storage industry regulatory requirements and best practice operating practices is essential.
Must be fully computer literate with an excellent working knowledge of MS office applications and Share point. Oracle R12 and Oracle EAM experience would be an advantage.
