Purpose:
This role is to manage the online charging system and fix the issues within the SLA predefined with other B.U.
This will be consider as 1st line support and will also be part of operations support.
This will include operating the billing cycles and meet the KPI of completing the billing cycle on time.
Context/ Background:
Part of the activities carried out by IT Department responsible for providing efficient and effective solutions and technology to Qtel and its business units to achieve maximum productivity
Overview
Online Charging System - Responsible for Online Charging system(Matrixx & Ericsson) support and development.
The main roles are:
Provide full support for operation team to run the OCS with minimal errors.
Provide full support for OOREDOO users, resolve their issues and incidents that related to online charging system.
Configure Products on Online Charging system(Matrixx & Ericsson) as per business requirements
Managing the projects which are related to OCS.
Coordinate with other departments in the Technology to implement and manage any project/CR that are related to different systems in IT.
Business Impact
Manage the online charging system (Matrixx & Ericsson) etc. which includes providing full support for all other B.U and implement any new changes that related to product/Service/Promotion.
Prepare and present technical recommendations, guidelines, progress reports and high management presentations for issues related to charging platforms and applications development.
Support other departments/divisions, implement the new marketing papers and promotions.
Costs & Profitability
Meet department productivity and quality goals.
Optimize resources and identify cost saving.
Ensure time-to-market in line with internal customer expectations.
Problem Solving
Make sure all issues are reported timely and accurately.
Implement a problem resolution strategy and plan resource allocation aiming to minimize problem resolution time.
Ensure all issues are solved within permitted timeframe.
Planning & Organizing
Plan the implementation of any new applications so that there is minimum disruption to business operations.
Develop plans and procedures to implement activities to improve quality and efficiency of the department.
Monitor department performance in line with BU score card.
Direct staff in the development, analysis, and preparation of reports.
Prepare and test BC/DR plans in line with guidelines issued by Performance and Compliance.

Minimum Entry Qualifications
Bachelors in Telecoms Engineering, or Computer Science or equivalent
8 years in telecoms
Minimum Experience & Essential Knowledge
8+ years of experience in Telecommunication and 5+ years of experience in Ericsson & Matrixx Online Charging System with a telecom operator in similar capacity.
Good Understanding of Telecom Theories like GSM and Fundamentals.
Experience working with Marketing and Finance departments
Excellent knowledge of emerging technologies/development in telecom IT
Innovative and creative thinker
Fluent in spoken and written English
Technical Skills
Oredoo business objectives and BU requirements.
Technology trends and best practices.
Complete understanding of business scenarios and link them technically with the system.
Good knowledge in Planning, Design, Operations and Maintenance of “Matrixx digital commerce platform” and Ericsson Charging System.
Good knowledge in integration and configurations of “Matrixx digital commerce platform” and Ericsson Charging System.
In Depth knowledge and hands-on experience in advance pricing configurations of “Matrixx digital commerce platform” and Ericsson Charging System.
Good knowledge in configurations and customization development on Matrixx Business API Gateway.
Good knowledge of configuring MATRIXX Notification Framework
Good knowledge and understanding of unix/linux/shell/python scripting.
Good troubleshooting skills.
Understand network and technology evolutions from IN perspective including converged networks.
Relevant experience in IN domain with experience on IN protocols like CAMEL, Diameter, Gy, Sy, Gx, Ro, UCIP.
