The Company:
Our client is a world leading International Engineering Consultant with almost 70 years of delivering engineering, construction, technical, and management services with revenues of $2.7 billion in 2010. They are currently looking for an Engineering Manager to work in Saudi Arabia. We need candidates with strong design experience in roads, highways, buildings and various infrastructure projects.
Duties & Responsibilities:
Responsible for the management of the Engineering Department. Preparation of new, revised or amended department policies and other procedures. Oversee manpower matrix’s, budgets, and engineering standards of quality.
A brief synopsis of reporting relationships i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.
Reports to the Director of Engineering and provides Engineering assistance and technical support to other departments and divisions.
Major Activities Performed: List the major job function(s) of the position.
Establish a “Team” effort with deadlines and accountability.
Maintaining a responsive engineering organization capable of providing engineering support for projects undertaken by the Projects Departments. Conduct special studies, analysis, surveys and inspections as required.
Ensuring that engineering activities are properly staffed with qualified technical personnel to meet schedules, budgets and technical scope.
Coordinating the recruitment of technical personnel to maintain the engineering organization capabilities and staffing levels as necessary to effectively and efficiently accomplish current and forecast workloads.
Assuring the adequacy and quality of the engineering work by maintaining a system of checking and reviews.
Establishing and maintaining engineering standards and procedures for all disciplines of engineering.
Upgrading the capabilities and efficiencies of the engineering department by introducing new methods and techniques.
Participating in all major engineering decisions and overall technical direction of engineering and project work.
Developing and controlling the engineering department budget.
Supervising and administrating all personnel and activities within the engineering department.
Conducting performances and salary reviews with the section managers in accordance with established policies and procedures.
Assist in assuring that all completed facilities and works are turned over to the operating agents of the client in a condition that is in full compliance with the contract documents and the initial requirements set forth by the client.
Maintaining acceptable levels of design/engineering product quality and productivity. Motivates personnel to their highest level of achievements.
Providing consultation and expertise to the Director of Engineering on special projects and issues as they arise.
Assist the Director in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management’s vision as stated with the approved Annual Work Plan.
Actively participate and contribute to the department staffing and budget planning
Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.
Actively participate in relevant coordination meetings and provide direction in daily operations to all section and department staff to manage output and products in accordance with the department objectives.
Be prepared to represent the department in executive management meetings as necessary.
Direct or assist in establishing, measuring, and reporting the achievement of department goals and targets, KPI’s, QA/QC procedures and performance.
Assist the Director in identifying gaps in knowledge and skillsets of staff, and in implementation of appropriate training and career path advancement tools.
Assist the Department Director in communicating the support needs of the department to the Program Manager.
Coordinate with other departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.
Resolve problems and issues as they relate to departmental scope and management of staff personnel.
Any other responsibilities as necessary to achieve departmental success.
Experience and Qualifications:
An engineering degree from a recognized university or college is required.
A minimum of fifteen years experience in a multi-faceted engineering environment, with ten years minimum in a management/supervisory position.
A proven record of strong technical and administrative abilities in design management is essential.
U.S. registration in an engineering discipline is desirable.
The ability to effectively communicate in spoken and written English is essential.
