• Plans and schedules work, and, as applicable, determines workload and assignments of group. Provides leadership and direction to team by out-lining methods of approach and indicating critical areas and priorities to meet established deadlines.
• Provides technical input to all projects and programs. Coordinates interdisciplinary activities with activities of Engineering Project Section (EPS) and Technical Planning Section (TPS).
• Implements department policies, goals, objectives, and procedures and support in their development as needed.
• Assists in coordinating the compilation of technical portions of Requests for Proposal (RFP) for both the design and construction portions of assigned projects. Analyzes data pertaining to client requirements to assist in the definition of technical aspects of detailed scope of work.
• Coordinates with Technical Support Services (TSS) Section for the development of design specifications, and ensure adequate information is provided for clarity of interpretation of required scope of work.
• Participates in the technical evaluation of potential bidders for contracts on assigned projects, and in recommending shortlists of qualified contractors. Coordinates the technical analysis and evaluation of bids proposed.
• Provides needed Engineering knowledge, judgment and insight during the implementation of new projects and resolving engineering issues during construction, and in preparing plans, specifications and estimates that follow RC policies, procedures, while ensuring they are consistent with the overall goals and objectives of RC.
• Undertakes or assists in special projects, studies and presentations as needed.
• Works closely with RC management, other senior level engineers, project managers and consultants to perform and coordinate engineering designs as required for projects assigned.
• Understands and executes engineering processes and procedures related to design and QA/ QC.
• Coordinate and make staffing assignments and re assignments as project needs arise. Monitor productivity and technical proficiency of staff
• Coordinates the review of design drawings, specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by A/E construction contractor for all phases of contract.
• Provides requested technical information to A/E or construction contractor regarding interpretation of specifications, and other technical guidance as required. Requests technical information or clarification of submitted data from A/E construction contractor as required.
• Supervises and coordinates activities of Project Engineers and other personnel assigned to him.
• Evaluate subordinate’s performance in a fair, transparent, and objective manner on a periodic basis.
• Participates in the preparation of Departments’ policies, procedures, staffing requirements, organization chart.
• Maintains consistencies in design submittals.
• Resolves complex design issues. Coordinates with Consultants on performance issues, quality and schedule.
• Prepare and implement plans for training of Saudi Engineers.
المهارات
• A degree from a recognized western country University in an Architectural / Engineering Discipline to support Engineering of large infrastructure and facilities. Minimum 20 years of post-graduate professional experience. Minimum seven (7) years of design experience in a Consulting office environment.
• Professional registration (PE, PEng or equivalent) in the appropriate discipline or U.K. Chartered Engineer / Architect with Corporate (full professional) membership of the appropriate Institution is required.
• PMP or PRINCE 2 certification is desirable.
• The ability to communicate effectively in spoken and written English is essential.
• A proved record of technical and administrative ability in projects & design management.
• Specific technical qualifications are identified below:
• In depth working knowledge of US and International Codes and Standards.
• Extensive experience with building use classifications and analysis for fire safety.
• Time Management, Communication and interpersonal skills.
• Working knowledge CAD, BIM and Engineering Software in area of expertise.
• Thorough knowledge of current technologies, trends, and practices.
• Potential to perform in management position.
