Job Description:
Principal Objective: A brief summary of the responsibilities of the position
Senior Procurement Specialist will be responsible for managing contract administration for Contracts & Procurement Department and supply and materials management. Provide technical guidance in the contracts Department, including materials and equipment supply, negotiation and award of supply orders for operations & maintenance requirements. Responsible for protecting the Royal Commission and Company interests in all procurement matters and ensuring JCPDI & Government Procurement Laws and policies & procedures are complied with as well as insuring legal and contractual compliance in all contractual matters.

•
Manages supply of materials and equipment for JCPDI based on the Government Procurement procedures.
•
Directly supports JCPDI organization s contracts and procurement activities and procedures.
•
Coordinates with JCPDI and RC Supply Management Department I solicitation of activities such as pre-bid preparation, advertising, receiving and opening bids, recording bid results, vendors responses, document retention and compliance with the Government Procurement rules and regulations, laws and policies and procedures.
•
Accountable for the contract administration for small and/or less complex consulting agreements.
•
Support the JCPDI Management, oversight and administration of non-public works agreements.
•
Provides support and guidance to the organization in all functional areas of procurement, materials and equipment supply.
•
Responsible for ensuring procurement, equipment and materials supply activities adhere to the Government procurement laws and procedures and comply with the RC applicable policies and procedures.
•
Focal point for all contracts and purchasing content for JCPDI internal and external stakeholders and vendors.
•
Provide data tracking and reporting for year-end reporting.
•
Participate in teams to enhance business processes within JCPDI Division.
•
Performs other duties, responsibilities as assigned as directed by the Section Manager or Director of Contract Department.
Experience and Qualifications: List the background experience required for the position, number of years experience, in what fields. Describe the desirable academic background.

Candidate must hold BS Degree in Quantity Surveying, Construction Management, field Law, (or another related field) from an accredited college or university.
•
Applicant should have a minimum of (6) years of experience in procurement, supply of materials and equipment fields with emphasis on construction management, negotiation and contracts administration activities which include public works, operation & maintenance, consulting studies, design and large value infrastructure type construction contracts. Experience must include the full range of public bidding activities, formulation of Bid Documents, responding to enquires on procurement and materials and equipment supply and Cost/Price Analysis.

Candidate should have strong and effective communication skills in regard to contracts issues.
•
Must have excellent writing skills Attention to detail and accuracy in work.
•
Must also be computer literate and skilled in the use of MS Office, (MS Word, MS Excel, MS PowerPoint) for word processing and presentation of spreadsheets, and use of other analytical software tools.
