Project HSE Manager Job Description, roles and responsibilities:
The Project HSE Manager (PHSEM), reporting to the senior position in the overall Project (either PD or PME&P;) shall manage and supervise Project activities within their remit relating to health, safety and the environment during Project development, ensuring that the Company’s HSE Management System is correctly applied.
The following are among the responsibilities of the PHSEM:
To define the Project HSE objectives in accordance with Company’s HSE Policy and contractualrequirements; To ensure preparation of the Project HSE Requirements (PHSER), Project HSE General Plan, and the HSE Plans and Manuals for the engineering, procurement and construction and commissioning phases, in accordance with Project HSE objectives; To ensure the review of Project HSE documents (e.g. Safety Plans, Risk Assessment, etc.), withreference to Project HSE requirements and the Company’s HSE Management System; To ensure the review of contractual documents within their area of responsibility; To conduct pre-construction surveys, identify safety criticalities and environmentally sensitive areas and design mitigation measures; To assist the engineering and management teams in the Risk Management process; To assist construction teams in Risk Management and Occupational Safety Risk Assessment; To control the activities relating to Project related HSE activities performed by the different functions; To coordinate the review activities defined in Project HSE Plans and Company procedures ensuring that their execution is compatible with Project progress and reporting to the Project Manager any conflicts between HSE requirements and other Project objectives; To coordinate the HSE audit for the Project in order to check conformity to Company’s HSE Management System; Leading investigation teams while investigating workplace incidents; To ensure support to the PD/PM in relations with Company and the designated HSE Authorities; To ensure, in compliance with contractual obligations and local legislation, and liaising with the other Project positions, that the HSE requirements to be considered and applied in all phases of works are defined, and to check their implementation thereafter.
In addition, the PHSEM shall:
Update the specific Site HSE Plans, submit them for the PM’s approval and check that they are correctly Implemented by Company’s and/or Subcontractor personnel; Define emergencies scenarios, Emergency Response Plans and arrange emergency drills; Guarantee the correct procedures to obtain local authorizations relating to HSE areas (e.g. risk analysis, social environmental impact assessment, fire prevention, waste management, water discharge, etc); Inform and train Company’s personnel and Subcontractor managers responsible for HSE; Check Subcontractors HSE Plans and submit them to the PM for approval; Ensure that the Construction Manager and the Discipline Superintendent are supported in the field controls of Subcontractors/Suppliers with regard to HSE issues; Participate in the analysis of the causes of any accidents or injuries and also ensure the collection of data; Check the safe working condition of equipment and protective devices.

Requirements• Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems. • 10 or above years’ experience in Health, Safety and Environment and Fire Services in hydrocarbon processing plant, of which 6 years should be in a supervisory capacity • Certified NEBOSH IGC• Relevant experience in HSE field as a manager in Oil & Gas and construction• Comprehensive understanding of applicable HSE regulations, concepts and trends• Ability to understand and interpret complex mandatory regulations and their impact on the Subsidiary’s operations• Excellent leadership, interpersonal, communication, team building and influencing skills • Ability to anticipate and plan for changes• Strong interpersonal skills; ability to interact with different groups with diverse needs and requirements; ability to motivate and manage the performance of others• Ability to participate in on-site investigations/meetings/visits • Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation• Ability to anticipate and plan for changes• Fluent in English
