Job Summary
Collect and analyze data and information to estimate costs associated with project execution. Work proactively towards cost target objectives in collaboration with others.
Job Duties
• Perform the assigned duties as per the set policies and procedures to achieve the department goals
• Work closely and coordinate with the Procurement & Contracts department during the pre-bid evaluation phase to determine the prices of the materials, service, and equipment based on the market.
• Utilize lesson learned database, related to projects’ cost and expenses, recommendations and best utilization of recourses.
• Conduct studies to estimate the overall project cost (i.e. material, labors, administrative expenses) from the revised bill of quantities written in the RFP’s received from the customer to determine if a project is profitable and if company should bid for this project.
• Prepare proposals after determining the estimated project cost.
• Calculate/assist in the calculation of other costs (Engineering, supervision, management, site & camp facilities, transportation, clearance, taxes, insurances, permits, license ... etc).
• Review and approve the quantities of materials to ensure that the quantities needed are correct and sufficient for the completion of the project.
• Ensure coordination with the Estimation Manager, Contracts Manager and Procurement to obtain updated info on the cost of materials and services to develop a precise cost estimate for the work in the project.
• Ensure that all activities related to appraising the feasibility of project cover the Technical Engineering work.
• Assist in Reviewing the project budget after incorporating the project profit margin with the project cost.
• Participate in Cost Variance analysis and invoices.
• Assist in Preparing Project Execution Plan/Method statements by providing draft proposal data to milestone and participate in milestone schedule preparation.
• Participate and coordinate with estimation team to update tender Register which shall include tender internal ref, title, closing date, bond, submitted value, validity, technical and commercial clarifications if any, etc.
• undertake specific projects and prepare reports for Estimation Manager as required.
• Review of Tender documents on receipt to ensure its completeness.
• Co-ordinate & follow-up to ensure post bid clarifications are addressed.
• Analyze supplier quotes and provide information and data, which aids communications with suppliers and customers and achieves cost optimization.
• Ensure that commercial submissions to tenders are fully complied with all necessary details.
• Monitor and review data and information to detect or assess problems.
• Investigate and identify cost reduction opportunities through cost analysis review.
• Ensure Subcontractor responses are complete & tabulated accurately on a Bid Evaluation spreadsheet.
• Provide and support data and cost analysis.
• Review designs and project drawings, etc.
• Use, develop and oversee the maintenance of estimating databases.
• Provide technical and operational supervision to assigned staffs.
• Propose, implement and use new automation techniques to enhance discipline estimating processes
• Establish the conceptual scope of studies when definition is not available.
• Any other tasks related to the job assigned by the direct manager.

Minimum Requirements
Minimum Education : Bachelor’s degree in Mechanical or Civil Engineering or any related field.
Minimum Experience : 5 years of experience in a related field.
Training and Certifications : Any related training .
Languages : English, Arabic.
