Job Description and Requirements

Job Purpose
Perform a primary function of managing and administering the overall implementation of TANMIA’s HSE and Project Specific HSE program. Checks and ensures compliance of Project’s work force and those of subcontractors’. Represent the company in all project site HSE concerns with the client.
2.
Principal Accountabilities
Conduct and organize HSE performance audit of company’s activities in different projects and company’s facilities and equipment.
Review and update company’s HSE program based on prevailing trend on HSE standards and applicability of certain provisions of TANMIA’s HSE policies and programs.
Review qualification (HSE matter) of TANMIA’s subcontractors.
Support TANMIA’s Engineering and Business Development Departments in preparing pre-bid submittals requirements for Bid Tendering purposes.
Prepare Specific Project HSE program based on the Scope of Work being tendered by TANMIA.
Develops Training Matrix and HSE Training Materials for all employees in all level of the organization.
Working with other departments within TANMIA for the trainings required for the enhancement of all company employees. These trainings being carried out are aimed to equip Project Management, supervision and general workforce of better understanding on how to achieve optimum performance on Productivity, HSE and Quality.
Evaluate qualifications of HSE Personnel– new applicants prior to hiring by TANMIA.
Monitor and maintain HSE records of the whole company,
Other responsibilities that may be assigned to him by his superior.
Advise the Project Management of contractual and statutory HSE requirements applicable to project operations / activities.
Compiles and submits HSE reports / statistics required by client and TANMIA. Monitors the performance of HSE Supervisors /Safety Officers /Safety Watch in the field and extend guidance as necessary in carrying out their assigned functional duties and responsibilities.
Conducts full investigation of accident / incidents including near misses incurred; identifies probable causes and prepares reports of the same and ensures that recommended permanent preventive measures are notified to concerned department, supervision or individual then followed up to verify that recommendations are carried
Develops specific HSE procedures / safe work plans required in the performance of work on the project.
Plan and organize HSE Training for all employees on the project.
Plan for the daily HSE activities on the project such as on the following aspects:
a) HSE Awareness Campaign
b) HSE Incentive Program
c) Scheduling of HSE Audits /Assessment
d) Other planned activities with relevant impact on the enhancement of HSE performance on the project.
Handle and manage basic HSE training requirements of employees (e.g. safety orientation, work @ height safety training, etc.)

Communications and Working Relationship
With excellent communication skill both oral and written. Able to make correspondence with concerning project activities.
Proven Team Leader that can highly motivate team players for attaining project objectives
Used to have a good working relation with project proponents or clients from Saudi Aramco or SABIC

Knowledge, Skills, and Experience
Candidate should possess the necessary educational and experience requirement (e.g Bachelor Degree preferably in Safety Engineering or any Engineering Degree; At least 15 years’ experience in practicing HSE and at least 10 years’ experience in the capacity as HSE Manager.
Contracts management experience for high value Oil & Gas projects
Strong team leader and manager
Middle East experience
Candidate should be certified by NEBOSH, IOSH, OSHA or any equivalent internationally known and accepted institution or association /society.
Candidate should have previous experience with Saudi ARAMCO or SABIC mega projects in a multi-discipline and multi-nationalities/cultural environment in the same capacity as HSE Manager.
Candidates require experience with reputable projects covering construction and retrofitting, debottlenecking of petrochemical plants, gas plant, refineries, and other downstream facilities preferably in Saudi Aramco or SABIC projects.
Capable to make business risk assessment, analyze budget, review project schedule and contracts requirements of project.
With proven track record of project implemented with satisfactory HSE and Quality performance.
Experienced user of MS word, MS Excel and MS PowerPoint.
Able to prepare presentation of HSE agenda / training slides in Power Point.
5.
Physical Requirements of the Job
In good health capable to handle pressure of very demanding job of a Site HSE Manager.
Willing to be assigned at project site.
Preferably with driving license and be able to drive.
