Job Purpose Responsible for providing formal and systematic guidelines to all concerned to control and verify design activities of project in order to meet the clients requirements. Studies, analyses and evaluates tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards for the overall risk assessment and bid decision. Duties & Responsibilities
Develop the technical team, and must be able to prepare estimates of required resources and costs and works out construction methodologies and subcontracting needs.
Collecting tender information’s, potential clients, contacts through newspaper, magazines, websites etc.
Study all drawings coming from the clients / consultant carefully and evaluate any modifications that might affect the critical path and communicate the same to the clients in coordination with operations.
Reviewing tender documents, scope of works, checking the feasibility for qualification, financial criteria, preparing presentations, information’s to top management.
Inspect direct, indirect and overall price of the tender and make sure that tenders are delivered on time to the Client/Main Contractor through tender coordinator.
Responsible to have highly qualified personnel’s in place to Review the tender documents, scope of works, checking the feasibility for qualification, financial criteria, preparing presentations, information’s to top management.
Provides technical & administrative information to the others working on a project to ensure that the work complies with all engineering standards, codes, specifications, and design instruction.
Monitor Technical department services (Engineering, Drawings, Land / Quantity Surveying, Value Engineering) related to projects.
To prepare specification documents to submit to vendors for quotations of cost/price of materials and equipment and evaluate same against tender specifications to include in final tender documentation.
Establishes and implements “best practices” and focuses on continuous improvement.
Responsible to closely follow up and monitor the Tender from inception stage until it has been awarded.
Assign estimating work, coaches, and mentors and also provides technical support to estimating team.
Coordinates with estimating and planning engineers to resolve design/system conflicts as well as coordinates overall scope of work during proposal phase.
Evaluates subcontractor and vendor proposals.
Reviews final estimate packages for accuracy and completeness prior to formal quote.
Prepare and properly implementing technical office policies and procedures.
Participates in pre-bid meetings and corporate/client presentation meetings as required.
Generates weekly tender status reports highlighting progress on concerned tenders.
Prepares and generates monthly progress reports highlighting tender wins/ losses (indicating reasons) for review and verification of management.
Draft contractual correspondences, develop, plan and implement a good tendering.
To interpret and follow Company tendering processes and procedures to ensure all aspects of tenders are met including relevant discipline codes and standards.
To review draft tender documents to ensure all systems and components of the tender are included
Develop tender cost summaries including equipment, materials and labor calculations for final approval.
Works closely with project team members to propose solutions for client’s anticipated needs.
To introduce engineering and technical solutions for any possible problems that may occur during job execution.
Supervise and review the preparations of construction method statements with construction personnel.
Provides all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advises the Project Manager on contractual rights, remedies which has been taken into consideration during tendering.
Coordinate with clients for commercial matters, such as oversee or conduct on-site visits to clients to examine billings, fiscal data and eligibility determinations for compliance with terms and contract.
Coordinate between the construction and engineering teams ensuring that the construction requirements are conveyed to the engineering teams and that the engineering deliverables satisfy the construction requirements.
Attend progress meetings, discuss and suggest technical proposals.
Take part in the project management review and risk management review.
المهارات
12- 15 years’ of experience with at least 5 years in similar position in the same or any other related industry.
Previous experience in same role with similar organizations in Saudi Arabia will be plus.
Bachelor Degree in Civil Engineering / Architecture or equivalent from a reputed University/ College.
MSc in Engineering / Master Degree in Management / MBA will be an added advantage.
PMP / PgMP / PMI-RMP Certifications will be a plus.
Necessary to have technical expertise and comprehensive knowledge of all construction operations.
Sound understanding of bid management and commercial practice in Saudi Arabia.
Expert knowledge of project management principles, estimating strategies methods and techniques, and construction contracts.
High level organizational skills and the ability to balance multiple priorities and conflicting deadlines.
Leadership skills and superior interpersonal skills.
Must have excellent time management skills.
Effective negotiation and presentation skills.
Planning and prioritizing skills.
Should have superior decision making skills, problem-solving skills and conflict-management abilities.
Ability to work effectively and efficiently in a diverse and demanding environment.
Proficient in MS Office applications, AutoCAD, with Primavera, ERP experience.
Good command over written, reading and spoken English and Arabic languages.
