Job Description and Requirements + Develop and implement construction management plans, regulations, practices, policies, procedures and tools in line with the PMO standards and methodology + Direct and guide construction department to deliver the scope of work defined in the contract, while implementing required procedures and policies relating to health, safety and environmental practices + Review, develop and enforce procedures for effective performance management of the program construction department + Lead the constructability reviews of all designs formulated for land, ports and other projects that led by the PMO during the design processes + Provide construction input to contracts + Review project outcomes to assess the effectiveness of communications processes and procedures + Review project outcomes using available procurement records and information to determine the efficacy of contracting and procurement processes and procedures Cross-department collaboration + You will be required to collaborate with relevant PMO functional departments and third-party stakeholders regarding technical, financial, safety, quality, program and other project elements to ensure overall success. + Provide guidance and assistance to Operations Delivery Director, Senior Project Managers and relevant PMO departments on all construction-related matters, by integrating the functionalities between project delivery and PMO governance + Collaborate with Operations Delivery Director and Senior Project Managers to develop projects objectives to ensure final deliverables meet contract requirements + Support Operations Delivery Director and Senior Project Managers to create and execute action plans to rectify potential cost overruns, schedule delays, or to accommodate significant changes to the scope of work + Interact with relevant departments to develop the basis for quality outcomes and quality management plans to meet program quality objectives and standards, and assist with establishing, benchmarking and assessing risks. + Build relationships with functional department heads, internal and external third-parties, including consultants and contractors to effectively manage the PMO end-users and client relationships. Communication and reporting + Develop the communication management plan within the construction department to ensure clear lines of communication and reporting with an emphasis on meeting deadlines and developing transparency in all operations + Provide reporting about PMO program construction department with performance reviews + Review and amend the construction department reports to feed into the program reports + Identify and circulate lessons learned for on-going project improvement. Staff development and training + Allocate resources – assess and align staff competencies with project tasks – set up KPIs and monitor staff performance + Identify, plan and implement on-going staff development and training to ensure the team has necessary knowledge, skills, competencies and experience to meet PMO objectives + Clearly communicate staff responsibilities, authority and individual performance measurement criteria to the construction team and other related stakeholders – providing a basis for on-going assessment Minimum Requirements + Our clients really value the experience and expertise that our employees bring to their projects. If you have previous AECOM or legacy company experience, really want to be able to make a difference whilst working on some truly incredible projects and would like to explore the possibility of returning to AECOM we would love to hear from you. + Minimum 25 years’ senior management experience in building, construction or infrastructure environment, plus 3 years of experience in a senior construction management position, with a broad understanding of means and methods of construction both locally and internationally + Experience in leading major government and/or semi-government programs and projects + Proven track record of delivering successful large-scale engineering projects at regional and/or global level, with a strong background in managing project/program starting up, execution and handover + Experience in overseeing project control (cost, schedule, scope and trends), environment, health and safety, risk management, contracts, procurement and financial management, and quality assurance + Manage stakeholder relationship with utility providers, private and public sectors. Preferred Qualifications + Degree qualified in a relevant discipline civil / mechanical / electrical / structural and construction or project management + PMP, APM or an equivalent accreditation + Membership of a chartered institution MICE/ MCIOB/ MRICS + NEBOSH / IOSH / OSHA Safety certifications desirable + Preferred experience in modular and prefabricated construction + Strong skills and experience in logistics and site resource planning and management + Solid knowledge and experience in construction methods in various construction systems including steel, concrete, wood and aluminum and their sequencing, pros and cons + Experience in instituting continuous improvement to support capacity building and talent development (preferably in KSA) + International working experience in the USA, Europe, Far East or Middle East + Seasonal experience and knowledge of local authority processes, procedures, codes and regulations |
