Diabeter/Diabetes360™ is a network of clinics working in partnership with Medtronic providing direct care to patients with diabetes. Our aim is to decrease the burden of diabetes for patients and their families by supporting them to achieve better clinical outcomes and to live a healthier and longer life without complications. Diabeter/Diabetes360™ works as an Integrated Practice Unit (IPU) using standardized pathways, IT infrastructure and outcomes-based care. Diabeter NL was the first of this clinic network and provides care to 2,500 children and adults type 1 diabetes across the Netherlands.
Diabeter/Diabetes360™ is expanding its business to the Kingdom of Saudi Arabia, in partnership with the Ministry of Health (MoH) & Vision Realization Office (VRO) of the MoH in Saudi Arabia. In a first phase the business model will be setup in a clinic in Al Ahsa. Upon proof of concept, the Diabetes360™ business model will in the following years be rolled out to about 25 clinics across Saudi Arabia. In this partnership structure, Medtronic will provide a Managed Service to the MoH (operating the IPU, providing the pathways, infrastructure, therapy specific knowledge). The MoH will provide all clinical resources to deliver the care to the patients.
MAIN PURPOSE OF JOB
This key leadership position is responsible for managing the (daily) operations activities on the new location for Diabetes360. This includes responsibility for setting up the IPU, implementing pathways, processes and executing processes efficiency. In addition, the Operations Manager develops effective relationships with internal partners, and other Medtronic business partners to anticipate and meet the needs and satisfy our patients.
REPORTING STRUCTURE
The position report solid line into the Medtronic Project Owner Diabetes360 (Sr Business Manager Diabeter360) and dotted line into the COO Diabeter NL (business model/process owner). The position will oversee and coordinate the functional resources (HR, Quality, Finance, IT) as far as allocated to / based at the clinic (their solid reporting line is into their Medtronic EMEA functional organization). The different clinical stakeholders (Medtronic T&E;Specialist and MoH clinical roles will have an indirect reporting into the Operations Manager, through a Clinical Governance structure which will be setup, in which the clinical leads project owner an Operations Manager will participate. Via this governance structure, the Operations Manager can align and leverage all clinical resources and deploy the IPU specific concepts provide control over outcome-based care.
MAIN JOB DUTIES/RESPONSIBILITIES
Operations Responsibilities
Monitor & responsible for the realization of the operational objectives of Diabetes360 clin-ic.
Ensure the facilities, (IT)infrastructure and operating conditions are in place and functional, to ensure the delivery of excellent care and customer experience.
Be the point of contact for any operational escalations.
Maintains an active network with cooperation partners, suppliers, referrers for all non-clinical operational processes.
Monitor patient flow and ensure that patient scheduling is managed optimally.
Proactive engagement and representation of Operations within the Clinical Governance Structure and Development Teams, to ensure current and future services meet patient needs and expectations.
Process & Performance Management
Ensures timely measurement and reporting of operational metrics (e.g. lead times, occu-pation) and mandatory non-clinical reporting to governing bodies, MoH KSA and Medtron-ic, in consultation with key stakeholders.
Responsible for budgets and spend management and accountable for meeting annual op-erating plan targets, and for productivity improvement plan design and execution.
Ensures operational excellence in business operations and performs efficiency improve-ments focusing on key performance indicators.
Identification of opportunities for improvement in operations and care delivery and initiat-ing improvement initiatives to optimize processes.
Ensure outcomes of care delivery are consistently measured and fostering Value Based Health Care practices and initiatives to further improve the outcome of care.
Implementing new processes arising from various (care) meetings.
People Development & Coaching
Ensure high level of team satisfaction, employee engagement and effective staff occupa-tion.
Responsible for staffing levels based on set ratios and strategic personnel planning.
Partner with Human Resources for talent recruitment, engagement, empowerment and performance management and reviews (Operations Support Officer, Communication Manager, HR Advisor, Head Planning, Reception Manager, Finance Officer).
Responsible for setting employees objectives linked to the priorities, quality initiatives and other key organizational metrics.
Provide leadership, coaching and people development for the whole organization, ensur-ing development plans are in place, training & development needs are identified and acted on.
Work in close collaboration and partner with other functions (Clinical, IT, Quality, Human Resources, T&E;, Finance, Legal etc.) to optimize overall operational efficiency and effec-tiveness.
Quality Management
Ensure development, implementation and effectiveness monitoring of clinic policies and protocols s described in the quality manual, SOWs, in accordance with the Diabetes360 model, together with the relevant parties.
Coordinate with internal and external stakeholders regarding performance related activi-ties (eg.; KPI monitoring) and in conformance with quality guidelines.
Participate/coordinate in clinic’s Quality & Safety committees where applicable (eg.; Infec-tion Prevention, Complaints/Incidents).
Be the main point of contact for (external) auditors during quality audits or regulatory re-lated inspections.
Management of non-conformities raised both during internal and external audits.
Overall Incident reporting system management, monitoring of service/patient complaints and of patient satisfaction.
In addition to the above responsibilities, collaborate actively with the Medtronic Quality team on any other relevant activity related to quality, health and safety, risk management, audit, certification, document change control, training and improvement initiatives.
It is anticipated that upon expansion of the clinic / rollout of the Diabetes360 business to other clinics after one year, the Quality responsibilities will be allocated to new dedicated Diabetes360 Quality & Manager position (0,5-1 FTE).
JOB QUALIFICATIONS
An academic decree is required at (post) Master’s level.
A Master’s Degree in Hospital administration/healthcare or equivalent is desirable.
Additionally, an MBA degree from a reputed institution is desirable.
JOB EXPERIENCE
Minimum 10 years of progressive experience working with hospitals /clinics.
Minimum 10 years of People Management experience.
Extensive experience in a content-related function, preferably in care in clinics.
Strong background in working in multidisciplinary teams, preferably in a matrix organiza-tion.
Quality & Healthcare experience, having worked at a clinic or hospital performing (being involved with) Quality & Safety related tasks.
SKILLS/COMPETENCIES
Financial insight, experience with operations processes and lean processes.
Be able to switch between different levels within the organization.
Strong personality, flexible, involved with hands-on mentality.
