Summary
The Assistant Chief Information Officer (ACIO) assists the Chief Information Officer (CIO) in providing the technology vision, strategy and leadership for each division within the Healthcare Information Technology Affairs (HITA) organizational entity. Therefore, the ACIO will assist the CIO in the provisioning and delivery of all IT services to the General Organization entities and ensures that the General Organization keeps pace with the rapidly evolving market and organizational demands and likewise, provides service levels commensurate with a growing and evolving institution.
Essential Responsibilities and Duties
1. Assists CIO in formulating and delivering HITA Strategy and HITA Master Plan in alignment with the KFSH&RC;Vision 2020. Assists CIO in steering IT vision and mission and communicating them with/to the IT organization entities and the business leaders.
2. Assists the CIO in fostering the innovation culture and programs.
3. Assists the CIO in promoting, overseeing, and preserving strategic relationships between internal IT resources and external entities.
4. Assists the CIO in providing leadership when engaged in large cross-functional teams and have the flexibility to influence people at a variety of levels internally and externally.
5. Assists the CIO in providing leadership, direction and motivation to the overall HITA and Operations units.
6. Stays up to date on rapidly arising technology and healthcare industry trends, issues, solutions and process.
7. Assists the CIO in monitoring performance on the HITA project master plan and produced reports on project portfolio program performance.
8. Assists the CIO in overseeing the development of technology policies, governance processes and systems and recommends changes on line with regulations and international best practice. Ensures adherence to laws and regulations that govern all IT functions.
9. Assists the CIO in monitoring service level reports and HIT scorecards, as well as Key Performance Indicators (KPI).
10. Assists the CIO in evaluating, adjusting and enforcing enhancements to IT operations, policies and procedures to reflect KFSH&RC;needs, customer demands and market trends.
11. Assists the CIO in instilling a culture of development, guidance and performance within the HITA organization.
12. Assists the CIO in managing the production of the annual HITA budget and the tracking of HITA expenditure.
13. Assists the CIO in resolving and justifying budget variations.
14. Assists the CIO in monitoring the development of architectural standards and information security policies and their implementation.
15. Assists the CIO in reviewing vendor contracts, and in monitoring and reviewing vendor performance reports. These are exerted efforts to manage healthy vendor relationships.
16. Assists the CIO in leading HITA organization development and reengineering in order to meet business goals and objectives.
17. Assists the CIO in pro viding development opportunities to the team and ensuring career paths and succession plans are charted out and documented.
18. Assists the CIO in setting and communicating clear performance expectations, coaches and provides support and regular feedback to resources within the reporting line on performance.
19. Follows all Hospital related policies and procedures.
20. Participates in self and others education, training and development, as applicable.
Education
Master’s or Bachelor’s Degree in Information Management, Health Informatics, Management Information System, Computer Science, Computer Engineering, Information Technology, Health/Business Administration or related field is required.
Experience Required
More than fourteen (14) years of professional IT experience with Master’s Degree, or more than sixteen (16) years of professional IT experience with Bachelor’s Degree.
At least four (4) years’ experience in a senior technology position, Chief Technology Officer or equivalent in a multi-entity, complex and distributed environment required.
Deep understanding and proven track record over several years in IT strategy delivery, and excellent awareness of the strategic goals and ability to define and influence those goals.
Experience and knowledge of best practices related to IT service delivery management.
Experience with technology architecture strategy.
Background with centralized, complex, geographically displaced, and multicultural IT operating models.
Wide and in-depth awareness of modern healthcare technologies including applications, systems infrastructure, Information management, Data Center Management, and networks and communications.
