Sr. Analyst, Cost Control E±DEPARTMENT
The Engineering & Project Management team in Bergen op Zoom is part of the newly formed Regional and Global E±organization. The Engineering & Project Management team brings together the key competences needed to execute industrial projects to support SABIC’s competitiveness, growth and product development programs for the Bergen op Zoom-site in The Netherlands.
JOB PURPOSE
The Cost Control Engineer has overall responsibility to capture cost commitments, expenditures and generates cost and financial reports, cost trend analysis, forecast and cost risk areas. Develop and provide a work in place spend plan, field project control, Change control, validation analysis and benchmarking. Develop and provide financial closeout reports and closeout feedback to improve future projects. Advise, as key member, the Project Management Team regarding critical decisions, potential issues and opportunities in a timely manner.
MAIN TASKS & RESPONSIBILITIES
* Open and close out capital projects. Financial asset accounting and compliance rules * Gate keeps expenses and capital requirements in accordance with SABIC procedures. * Verify and approve invoices and certificates, with ability to validate costs from contractual basis. * Regarding capital projects; follow up of estimates, purchase order approval, change notice tracking and control. * VOWD versus actual costs/forecast. Develop and maintain ratios as applicable. * Provide monthly reports with cost Status, which could include actuals, forecasting, Trending, Cash Flow and Work in Place analysis as required for each project. Also any KPI’s measured by the site and European Team. * Engineering and construction contractor’s timesheets control as required. * Develop, advise and follow-up of mitigation actions in order to reduce cost or maintain control * Risk analysis with regard to contingency/cost development using Crystal Ball and/or Monte Carlo methodology * Support the procurement department in engineering and construction contracts negotiation as required. * Support procurement in project procurement Plan/Strategy/Bidder valuation for equipment and bulks. * Ability to support in dealing with claims management and contract administration for projects. * Review monthly reports with Project Manager and Senior Management as required. * Calculate and analyze cost metrics with historical project data and other benchmarking data. Ensure compliance with all technical procedures & standards as applicable to the contract.
MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS
* Master or Bachelor degree in Engineering, Finance or Business Administration * International certification in Cost Engineering and/or Cost Estimating from a worldwide-recognized institute is a plus. * 5 years of experience in petrochemicals or in industrial environment * 5 - 10 years of Engineering and Cost Control experience * Knowledge of project cost Control – Budget, Forecasting and Variance analysis * Knowledge of Cost Control Procedures and best practices * Knowledge of Engineering standards and systems processes * Ability to establish and maintain effective interpersonal relationships. * Strong communicator and good negotiation skills * Ability to extract management information and to provide/give effective presentations * Ability to work under pressure and time management * Strong command of MS-Office especially Excel * Fluent in English language (conversation and writing)
